        "content": "<p>Sultan hints factors to invite investors<\/p>\n<p>YOGYAKARTA (JP): Governor Sri Sultan Hamengkubuwono X asserted<br>\nhere on Wednesday that there were three key factors in attracting<br>\ninvestors to the respective provinces: security, supremacy of law<br>\nand labor issues.<\/p>\n<p>Hamengkubuwono remarked that once regional autonomy is fully<br>\napplied next year, the onus will be on the respective provincial<br>\ngovernments to ensure its success.<\/p>\n<p>\"It's how the local administration ensures security, how they<br>\nuphold the law and the role of the manpower office in dealing<br>\nwith labor issues in the region concerned,\" he said during a<br>\ndiscussion on regional autonomy organized by the Yogyakarta<br>\nbranch of Parliament Watch Indonesia.<\/p>\n<p>\"Regional governments should know better about what each<br>\nregion needs under the upcoming regional autonomy next year. They<br>\nhave to open opportunities and encourage development,\" he said.<\/p>\n<p>As for the idea of applying a fit and proper test for regional<br>\nofficials, Hamengkubuwono said that while it was needed, it was<br>\nnot essential.<\/p>\n<p>\"The standard of a fit and proper test may not be in<br>\naccordance with that particular region's needs in meeting its<br>\nchallenges. Every official has different abilities. For me, the<br>\nmost important thing is how an official is able to put into<br>\naction the local government's policies,\" he explained.<\/p>\n<p>In the implementation of regional autonomy, he added, the one<br>\ncriterion needed to evaluate the bureaucrats was their<br>\nefficiency.<\/p>\n<p>Political scientist Ichlasul Amal of Gadjah Mada University<br>\nconcurred adding that the success of regional autonomy depended<br>\non the success of the empowerment of all society's components.<\/p>\n<p>\"A region should not influenced by fluctuations at the<br>\nnational level,\" he said.<\/p>\n<p>Councillors, he added, must be those who know best about<br>\ndevelopment in their region.<\/p>\n<p>\"They have to be the people who can talk about their region,<br>\nnot about the development of national politics,\" Ichlasul said.<\/p>\n<p>The media, he added, should also cover more regional issues.<\/p>\n<p>\"Under regional autonomy, the local media such as community<br>\nnewspapers should be developed more,\" he said.<\/p>\n<p>Nevertheless, Ichlasul warned of the possible negative effects<br>\nof decentralization such as increased social unrest.<\/p>\n<p>\"One thing that we should be concerned about is increases in<br>\ntension and crime.
