        "content": "<p>Governor of Yogyakarta Special Region (DIY), Sri Sultan Hamengku\nBuwono X, has officially issued a governor\u2019s instruction (Ingub)\nregulating the inventory of all childcare providers, or daycares, in his\njurisdiction. Ingub number B\/400.2.4\/1954\/D18 addresses the Optimisation\nof Child Protection from All Forms of Violence in Childcare\nEnvironments. The issuance of this Ingub follows the uncovering of child\nabuse practices against toddlers at Daycare Little Aresha in Yogyakarta\nCity, which was later found to be operating without permission from\nrelevant authorities. The Ingub was created to ensure the fulfilment of\nchildren\u2019s rights, realise protection from all forms of violence, and\ncreate an environment that supports optimal child growth and\ndevelopment. Signed by Sultan HB X on 30 April 2026, this Ingub is\nprimarily directed at all regional heads in DIY province and contains a\ntotal of 12 points. \u201cConduct an inventory of all childcare providers or\nsimilar entities in respective areas, covering licensing status,\nlocation mapping, capacity, number of caregivers, number of children,\navailable facilities and infrastructure, as well as the appropriateness\nand services provided,\u201d states the first point. The second point\nrequires ensuring all childcare facilities are entered into the\nintegrated DIY child services database. Third, implement minimum\nstandards that must be met by childcare facilities, including: service\nprocedures and transparency to guarantee information openness;\ndetermination of caregiver-to-child ratios appropriate for age groups;\nsetting minimum qualifications for caregivers with PAUD certification;\nand prohibition of physical and verbal violence practices. Fourth,\nprovide assistance to accelerate licensing for unlicensed childcare\nfacilities. Fifth, facilitate institutional capacity building for early\nchildhood education centres, including improving the quality of human\nresources. Sixth, integrate childcare management policies as an\ninseparable part of implementing Child-Friendly Districts\/Cities and\nChild-Friendly Yogyakarta Special Region. Seventh, provide information\nchannels on the availability of childcare centres and easily accessible\ncomplaint channels (hotline\/WhatsApp), as well as build an integrated\nrapid response system across agencies. Eighth, encourage active roles\nfrom Neighbourhood Guards, Village Governments, RT\/RW, and other\ncommunity elements in overseeing childcare environments. Ninth, optimise\nsupervision and monitoring of childcare operations and form or maximise\ncross-sectoral supervisory teams to conduct scheduled and incidental\ninspections. Tenth, coordinate with law enforcement authorities in cases\nof criminal violations, including child abuse incidents. \u201cEleventh,\nimpose firm sanctions such as warnings, temporary operational\nsuspensions, up to permanent closures for violators, and take firm\naction against unlicensed childcare facilities,\u201d states the Ingub.\nFinally, report implementation to the Governor through DP3AP2 DIY no\nlater than 15 calendar days from the effective date of this Ingub and\nsubmit periodic reports every three months.<\/p>",
