        "content": "<p>The success of implementing the new Criminal Code (KUHP) and Criminal\nProcedure Code (KUHAP) depends not only on the quality of the\nregulations but also on the ability of the public and law enforcement\nofficials to adapt to the new legal paradigm, according to a senior\ngovernment official.<\/p>\n<p>Coordinating Deputy Minister for Law, Human Rights, Immigration, and\nCorrections Otto Hasibuan stated that understanding the shift in the\ncriminal law paradigm is key to preventing misunderstandings in the\napplication and acceptance of the KUHP and KUHAP within society.<\/p>\n<p>He argued that socialisation efforts must go beyond merely explaining\nthe articles of the KUHP. The philosophy underpinning the national\ncriminal law reform must also be communicated to the public.<\/p>\n<p>\u201cIf the KUHP is only taught article by article, but the underlying\nparadigm is not conveyed to the public, I am concerned that people will\nnot understand and will end up misunderstanding the KUHP,\u201d he said in\nBandarlampung, Lampung, on Thursday.<\/p>\n<p>He explained that the national KUHP brings a fundamental change by\nabandoning a retributive approach in favour of a criminal justice system\nthat emphasises corrective, rehabilitative, and restorative aspects.<\/p>\n<p>Consequently, the government has a responsibility to provide broad\neducation to the public regarding the direction of the national criminal\nlaw reform so that the changes can be fully understood. Otto cautioned\nthat without a shift in public mindset, the implementation of the new\nKUHP is feared to not proceed as intended.<\/p>",
