        "content": "<p>Substitute for 3-wheeled vehicles needed<\/p>\n<p>JAKARTA (JP): City Councilors are supporting the city<br>\nadministration's plan to phase out three-wheeled vehicles -- bemo<br>\nand bajaj -- in Jakarta though, at the same time, they caution<br>\nabout the need for the municipality to prepare substitutes.<\/p>\n<p>Soegijo, a member of the Golkar faction, said on Monday, \"I<br>\nagree with the plan but it is important to determine the<br>\nreplacements soon to avoid what happened when the city<br>\nadministration eliminated becak (pedicabs) several years ago.\"<\/p>\n<p>The city government banned the operation of becak in<br>\nresidential areas on the grounds that the pedicabs were<br>\n\"inhumane\".<\/p>\n<p>The administration offered no substitute and the subsequent<br>\ndisappearance of becak has led to motorcycle taxis, popularly<br>\nknown as ojek, which are now operated illegally all around the<br>\ncity.<\/p>\n<p>Soegijo thus reiterated the importance of finding vehicles to<br>\nreplace bajaj and bemo.<\/p>\n<p>The city administration is planning to gradually phase out all<br>\nthree-wheel public vehicles in Jakarta, claiming that they are no<br>\nlonger suitable for transporting passengers in the city.<\/p>\n<p>Romulus, a member of the Indonesian Democratic Party faction,<br>\nagrees that the plan to eliminate bemo and bajaj should occur in<br>\nstages.<\/p>\n<p>\"It will be better if the city administration implements the<br>\nplan naturally by refusing to extend their licenses,\" Sihombing<br>\nsaid.<\/p>\n<p>\"However, the city administration has been inconsistent with<br>\nits own plans and continues to issue new licenses,\" he said.<\/p>\n<p>Head of the City Traffic and Land Transportation Agency JP<br>\nSepang pointed out that bajaj and bemo are no longer included on<br>\nthe city's public transportation vehicle list.<\/p>\n<p>At present there are a total of 1,096 bemos officially<br>\nregistered at Sepang's office. Another 750 bemos operate without<br>\nlicenses.<\/p>\n<p>Meanwhile, Saud Rachman, a member of the United Development<br>\nParty faction, urged the city administration to speed up the<br>\nissuance of new route permits for four-wheeled public vehicles to<br>\nanticipate the elimination of bajaj and bemo.<\/p>\n<p>\"I know that the city administration intends to issue new<br>\nroute permits and I think it will be better if the related office<br>\nimplements the plan as soon as possible,\" Rachman said.
