Riau Provincial Police have successfully uncovered the misuse of\nsubsidised fuel oil (BBM) of the Bio Solar type at two separate\nlocations, namely Pelalawan Regency and Indragiri Hilir Regency, on\nSunday (5\/4\/2026).<\/p>\n
In this revelation, officers secured thousands of litres of illegal\nBBM along with several suspects believed to be involved in the illegal\ndistribution and trading practices.<\/p>\n
Director of Special Criminal Investigation at Riau Provincial Police,\nCommissioner Ade Kuncoro, emphasised that this uncovering is part of the\npolice\u2019s commitment to safeguarding the distribution of subsidised\nenergy so that it reaches the right targets.<\/p>\n
\u201cThis is a demonstration of our seriousness in cracking down firmly\non the misuse of subsidised BBM. Subsidised BBM is the right of the\ncommunity, especially groups that need it, so it must not be diverted\nfor illegal business interests,\u201d said Ade.<\/p>\n
The first uncovering was carried out by Unit 4 of Subdirectorate IV\nof the Economic Crime Unit at the Special Criminal Investigation\nDirectorate of Riau Provincial Police at a workshop on Jalan Lingkar,\nKerinci Timur Ward, Pangkalan Kerinci Subdistrict, Pelalawan\nRegency.<\/p>\n
From the location, officers found around 5,000 litres of Bio Solar\nstored in 21 jerrycans with a capacity of 33 litres each, as well as\nseveral 1,000-litre baby tanks.<\/p>\n
In this case, police designated one suspect with initials ANM who\nacted as the buyer, collector, and seller of the illegal BBM.<\/p>\n
Examination results showed that the suspect purchased BBM from\nbrokers who filled up at petrol stations using trucks, then collected it\nto resell at a higher price.<\/p>\n
Deputy Head of Subdirectorate IV of the Economic Crime Unit at the\nSpecial Criminal Investigation Directorate of Riau Provincial Police,\nAKBP Teddy Ardian, explained that this practice had been running for\nabout two months with a fairly organised distribution pattern.<\/p>\n
\u201cBBM is bought from brokers at around Rp280,000 per 33-litre\njerrycan, then resold between Rp290,000 and Rp300,000. The profit is\nindeed small per jerrycan, but if accumulated in large quantities, the\nvalue is significant,\u201d he clarified.<\/p>\n
He also revealed that the suspect used various methods, including\nvehicles with multiple different licence plates to trick the barcode\nsystem during refuelling at petrol stations.<\/p>\n
In addition, the suspect targeted markets in remote areas, including\nthe needs of wood transport trucks that cannot refuel at petrol\nstations.<\/p>\n
The second uncovering was carried out in Rotan Semelur Village,\nPelangiran Subdistrict, Indragiri Hilir Regency. Officers found the\nwooden boat KM Surya transporting Bio Solar without official\ndocuments.<\/p>\n
From further investigation, it was learned that the BBM came from a\nfishermen\u2019s petrol station in the Concong area, which was intended for\nfishermen\u2019s needs but diverted for illegal trading via waterways.<\/p>\n
Officers found 21 drums containing Bio Solar totalling around 5,000\nlitres on the boat, plus additional BBM on another pontoon, bringing the\ntotal to more than 10,000 litres.<\/p>\n
Police then secured three suspects: the boat owner, the captain, and\na crew member.<\/p>\n
Commissioner Ade added that both cases show the persistence of\nsubsidised BBM misuse practices with various methods, both via land and\nwater routes, including deviations from the fishing sector\ndistribution.<\/p>\n
\u201cWe found misuse of BBM distribution from fishermen\u2019s petrol\nstations. We deeply regret this, because the BBM is intended to support\nfishermen\u2019s economic activities, not for illegal resale,\u201d he\nstressed.<\/p>\n
Riau Provincial Police will continue to deepen the investigation to\nuncover the possibility of a wider network in the illegal distribution\nchain.<\/p>\n
For their actions, the suspects are charged under Article 55 of Law\nNo.\u00a022 of 2001 on Oil and Earth Gas as amended by Law No.\u00a06 of 2023 on\nJob Creation, with a maximum penalty of six years\u2019 imprisonment and a\nfine of up to Rp60 billion.<\/p>\n
Riau Provincial Police also urge the public not to get involved in\nsubsidised BBM misuse practices and to actively report any violations\nfound.<\/p>\n
