His reputation as a\ndiligent technocrat, removed from the clamor of politics, raised hopes\nthat the fiscal adventurism of his predecessor, Purbaya Yudhi Sadewa,\nwas coming to an end.<\/p>\n<p>That optimism began to fade as the circumstances surrounding the\nreshuffle emerged. As Tempo reports in this edition, President Prabowo\nSubianto dismissed Purbaya primarily because of an internal dispute at\nthe Finance Ministry over the rotation of hundreds of officials, not\nbecause the president had decided to change fiscal direction.<\/p>\n<p>Purbaya\u2019s removal represents yet another assertion of Prabowo\u2019s\nauthority over policy. Even a Finance Minister can be dispensed with\nwhen he steps out of line. Suahasil may be less impulsive and more\nreassuring to investors, but his room for maneuver will remain\nlimited.<\/p>\n<p>Within days of his appointment, Suahasil received a blunt warning\nagainst pursuing fiscal conservatism that conflicts with the President\u2019s\nwishes. Several politicians from Prabowo\u2019s governing coalition have\nchallenged the statutory budget deficit ceiling, set at 3 percent of\ngross domestic product under Article 12 of the State Finance Law. Their\nintervention dovetails with Prabowo\u2019s longstanding desire to allow the\ngovernment to borrow more, unburdened by deficit limits.<\/p>",
