Jakarta (ANTARA) - The Minister of Housing and Residential Areas\n(PKSB), Maruarar Sirait, has revealed that plans for a study regarding\nthe concept of housing above rivers will consider all aspects, including\nenvironmental impact.<\/p>\n
\u201cCertainly, all aspects, all regulations, all aspects,\u201d said\nMaruarar, affectionately known as Ara, in Jakarta on Wednesday.<\/p>\n
He is currently reviewing several pattern schemes as he has been\ntasked with creating breakthroughs within the housing sector.<\/p>\n
\u201cThere are proposals that I am collecting. How Transit-Oriented\nDevelopment (TOD) will work, the possibility of housing above markets,\nand how to ensure we do not violate regulations or harm the environment,\nas well as the matter of housing above rivers; the study for all of\nthese will take three months,\u201d he said.<\/p>\n
Furthermore, Ara stated that the planned study will also cover\ndensely populated areas.<\/p>\n
\u201cIn about three months, I will explain which ones we will proceed\nwith and which proposals we will halt. These are ideas that I am\ncollecting from various parties. We have TOD, housing above markets, and\nhousing in dense areas; as a Minister, I must listen to these various\nideas,\u201d he added.<\/p>\n
Ara aims for the study to be completed by December this year at the\nlatest.<\/p>\n
\u201cWe will present the study in three months. At the latest, by early\nDecember, because the study must be comprehensive. First, from a\nregulatory standpoint; second, the technical concept; third, the\nfinancing; fourth, the housing structure; and fifth, the environmental\nimpact,\u201d he said.<\/p>\n
Previously, Minister Maruarar Sirait introduced the discourse\nregarding the plan to study the concept of housing above rivers.<\/p>\n
According to him, the primary focus of the study will be on\nregulation and legality.<\/p>\n
Law No.\u00a017 of 2019 concerning Water Resources states that a River\nBasin is a land area that forms a single unit with a river and its\ntributaries, functioning to collect, store, and flow water from rainfall\nto lakes or the sea naturally, where the land boundary serves as a\ntopographic separator and the sea boundary extends to waters still\ninfluenced by land activities.<\/p>\n
Furthermore, Article 17, paragraph 1 of Government Regulation No.\u00a038\nof 2011 stipulates that if a study regarding the determination of river\nbuffer zones shows the presence of buildings within the buffer zone,\nthose buildings shall be declared in \u2018status quo\u2019 and must be phased out\nto restore the function of the river buffer.<\/p>\n
Aspects related to regulation and legality are likely to be the\npriority of the study. Other elements to be assessed include\nconstruction methods, pricing, and all other relevant factors regarding\nthe housing.<\/p>\n
Nevertheless, Ara emphasised that the outcome depends on public\napproval and that he will not impose any decisions.
