        "content": "<p>Students submit own anti-monopoly draft<\/p>\n<p>JAKARTA (JP): Dozens of students apparently representing the<br>\nstudent bodies of 43 colleges and universities went to the House<br>\nof Representatives yesterday to submit their anti-monopoly bill.<\/p>\n<p>Calling themselves the Unity of Indonesian Students for<br>\nEconomic Reform, the students said they drew up the draft law in<br>\na period of six months.<\/p>\n<p>The 36-page draft, complete with diagrams and tables to<br>\nillustrate  its 37 articles, has already been discussed in a<br>\nworkshop held at the Jakarta State Institute for Islamic Studies<br>\n(IAIN) in Ciputat, South Jakarta.<\/p>\n<p>Some 150 students attended the workshop. According to<br>\nAbdurrahman, one of the students, they came from Jakarta, Bandung<br>\nand Bogor in West Java, Medan in North Sumatra, Surabaya in East<br>\nJava, Magelang in Central Java, Lampung in South Sumatra,<br>\nYogyakarta and other areas.<\/p>\n<p>The students' anti-monopoly draft states that economic actors<br>\nfound guilty of conducting enterprises which are defined illegal<br>\nin the draft are subject to \"a maximum of 15 years of<br>\nimprisonment and a fine of 15 times the loss caused by the<br>\nenterprise.\"<\/p>\n<p>The draft law is given the tentative year 1996 and is titled<br>\n\"Monopoly and Business Competition.\" The document also provides<br>\na space where President Soeharto is supposed to sign it.<\/p>\n<p>The draft refers to a 1993 decree of the People's Consultative<br>\nAssembly (MPR) regarding economic democracy based on the<br>\nPancasila state ideology.<\/p>\n<p>\"The draft was completed with the help of several experts who<br>\nacted as our sources, but they asked not to be named,\"<br>\nAbdurrahman said.<\/p>\n<p>In the House lobby, representatives of the 50-odd students<br>\nread their \"1995 Declaration of Indonesian Students.\"<\/p>\n<p>\"Based on the true purpose of the development process, and the<br>\nspirit of equality and justice, practices of centralizing<br>\neconomic powers which are detrimental to the public must be<br>\neliminated,\" the declaration stated.<\/p>\n<p>The students also requested, but failed, to meet with House<br>\nSpeaker Wahono and submit the document to him.<\/p>\n<p>\"It is not the usual procedure for Wahono to directly meet<br>\nsuch requests, so the request was turned down,\" an employee said.<\/p>\n<p>The students refused to speak to House factions' members<br>\nbefore meeting Wahono.<\/p>\n<p>A House employee said the Armed Forces (ABRI) faction and the<br>\nIndonesian Democratic Party (PDI) faction had agreed to discuss<br>\nthe draft with them.<\/p>\n<p>Sabam Sirait of PDI arrived at the House in the afternoon from<br>\nanother function but the students had left.
