Students submit own anti-monopoly draft<\/p>\n
JAKARTA (JP): Dozens of students apparently representing the
\nstudent bodies of 43 colleges and universities went to the House
\nof Representatives yesterday to submit their anti-monopoly bill.<\/p>\n
Calling themselves the Unity of Indonesian Students for
\nEconomic Reform, the students said they drew up the draft law in
\na period of six months.<\/p>\n
The 36-page draft, complete with diagrams and tables to
\nillustrate its 37 articles, has already been discussed in a
\nworkshop held at the Jakarta State Institute for Islamic Studies
\n(IAIN) in Ciputat, South Jakarta.<\/p>\n
Some 150 students attended the workshop. According to
\nAbdurrahman, one of the students, they came from Jakarta, Bandung
\nand Bogor in West Java, Medan in North Sumatra, Surabaya in East
\nJava, Magelang in Central Java, Lampung in South Sumatra,
\nYogyakarta and other areas.<\/p>\n
The students' anti-monopoly draft states that economic actors
\nfound guilty of conducting enterprises which are defined illegal
\nin the draft are subject to \"a maximum of 15 years of
\nimprisonment and a fine of 15 times the loss caused by the
\nenterprise.\"<\/p>\n
The draft law is given the tentative year 1996 and is titled
\n\"Monopoly and Business Competition.\" The document also provides
\na space where President Soeharto is supposed to sign it.<\/p>\n
The draft refers to a 1993 decree of the People's Consultative
\nAssembly (MPR) regarding economic democracy based on the
\nPancasila state ideology.<\/p>\n
\"The draft was completed with the help of several experts who
\nacted as our sources, but they asked not to be named,\"
\nAbdurrahman said.<\/p>\n
In the House lobby, representatives of the 50-odd students
\nread their \"1995 Declaration of Indonesian Students.\"<\/p>\n
\"Based on the true purpose of the development process, and the
\nspirit of equality and justice, practices of centralizing
\neconomic powers which are detrimental to the public must be
\neliminated,\" the declaration stated.<\/p>\n
The students also requested, but failed, to meet with House
\nSpeaker Wahono and submit the document to him.<\/p>\n
\"It is not the usual procedure for Wahono to directly meet
\nsuch requests, so the request was turned down,\" an employee said.<\/p>\n
The students refused to speak to House factions' members
\nbefore meeting Wahono.<\/p>\n
A House employee said the Armed Forces (ABRI) faction and the
\nIndonesian Democratic Party (PDI) faction had agreed to discuss
\nthe draft with them.<\/p>\n
Sabam Sirait of PDI arrived at the House in the afternoon from
