Students' initiative<\/p>\n
According to reports the other day, a draft law to prevent
\neconomic domination was presented to the House of Representatives
\nby the Gajah Mada University student senate. This may sound
\nrather odd, since so far actions such as proposing draft laws has
\nnever been associated with students. During this New Order era
\nthe submitting of draft laws has always been done by the
\ngovernment (executive). Although the Constitution recognizes the
\nright of initiative of factions in the legislature, this has
\nnever been done, for whatever reasons.<\/p>\n
A few points might be noted in this case. First: among
\nstudents, who are the most educated among our young, the
\ncommitment to face community issues still appears to prevail.
\nSecond: efforts are made that involve not only the airing of
\naspirations, but also constructive and constitutional political
\nparticipation. Third: the action reminds us again of the
\nimportance of strengthening the institution and the function of
\nour legislature, particularly regarding the use of the right of
\ninitiative.<\/p>\n
The House of Representatives should not always remain passive
\nand let the initiative for all draft legislation come from the
\nexecutive branch of government. We should be more aware of the
\nfact that many potentials exist in society, particularly on
\ncampuses, which can be persuaded to cooperate in stepping up the
\nfunction of the legislature.<\/p>\n
