        "content": "<p>A Civil Servant (ASN) holding the status of a Government Employee\nwith a Work Agreement (PPPK) in Kupang Regency, East Nusa Tenggara\n(NTT), has been fined Rp 1 million after being caught smoking in a\nNo-Smoking Zone (KTR). The ASN from the protocol section, named Charles\nPadja, handed over the fine directly to the Kupang Regency Government\nthrough the Regional Secretary (Sekda), Mateldius SJ Sanam, on Monday\n(13\/4\/2026). Charles himself admitted to smoking in the prohibited area\nand expressed his apologies while paying the administrative fine to\nSekda Mateldius. \u201cThis was purely due to my lapse in judgement, and I\npromise not to repeat this action again,\u201d he stated. He also extended\nhis deepest apologies to the Kupang Regency Government for the\nviolation. Meanwhile, Sekda Mateldius Sanam expressed appreciation to\nCharles Padja for his cooperative attitude. Mateldius emphasised that\nenforcing discipline remains the top priority in creating a healthy and\norderly work environment. The fine complies with the provisions in the\nRegent\u2019s Regulation of Kupang Regency on KTR, serving as a serious\nwarning to all ASN. \u201cWe will not hesitate to take action against anyone\nwho violates the rules.
