Stricter control urged on foreign-funded projects<\/p>\n
JAKARTA (JP): The National Development Planning Board
\n(Bappenas) will impose stricter control on foreign-funded
\nprojects in next fiscal year.<\/p>\n
Rahardi Ramelan, a deputy chairman of the board, said that the
\nstricter control is essential to avoid deviation from development
\npriorities as set out in the government's blue book.<\/p>\n
"The development plans are often ignored. Their implementation
\nis often against the government's blue book," he told reporters
\nfollowing a meeting with representatives of the Manila-based
\nAsian Development Bank (ADB) here on Friday.<\/p>\n
He acknowledged that the deviation of development priorities
\nis not solely caused by the lack of discipline on the part of
\nministerial offices as the operators of the projects, but also by
\nexternal factors such as pressure from project financiers or
\ntheir consultants.<\/p>\n
"Such changes often, in certain circumstance, take place
\nbecause of the pressure from financiers of those projects and
\nsometimes due to the recommendation of their consultants," he
\nsaid.<\/p>\n
Rahardi said that in the future changes in project priorities
\nwill be no longer tolerated to guarantee that all projects are in
\nline with the government's planning.<\/p>\n
In order to avoid further mistakes, a project proposal will be
\napproved only if it is well prepared and supported by an adequate
\nfeasibility study.<\/p>\n
"We don't want a loan to be issued long before a project
\ncommences," he said.<\/p>\n
The bank's officials discussed the progress of ADB-financed
\nprojects in the country during the meeting.<\/p>\n
Rahardi said that the discussion, which he described as a just
\nroutine meeting, was aimed at further synchronizing the bank's
\nfuture loans to Indonesia's development priorities.<\/p>\n
The bank, which pledged to provide a loan of US$1.2 billion
\nfor the current 1994\/95 fiscal year during the July meeting of
\nthe Consultative Group for Indonesia, committed to further
\nparticipate in the country's development efforts in the coming
