        "content": "<p>Stricter control urged on foreign-funded projects<\/p>\n<p>JAKARTA (JP): The National Development Planning Board<br>\n(Bappenas) will impose stricter control on foreign-funded<br>\nprojects in next fiscal year.<\/p>\n<p>Rahardi Ramelan, a deputy chairman of the board, said that the<br>\nstricter control is essential to avoid deviation from development<br>\npriorities as set out in the government&apos;s blue book.<\/p>\n<p>&quot;The development plans are often ignored. Their implementation<br>\nis often against the government&apos;s blue book,&quot; he told reporters<br>\nfollowing a meeting with representatives of the Manila-based<br>\nAsian Development Bank (ADB) here on Friday.<\/p>\n<p>He acknowledged that the deviation of development priorities<br>\nis not solely caused by the lack of discipline on the part of<br>\nministerial offices as the operators of the projects, but also by<br>\nexternal factors such as pressure from project financiers or<br>\ntheir consultants.<\/p>\n<p>&quot;Such changes often, in certain circumstance, take place<br>\nbecause of the pressure from financiers of those projects and<br>\nsometimes due to the recommendation of their consultants,&quot; he<br>\nsaid.<\/p>\n<p>Rahardi said that in the future changes in project priorities<br>\nwill be no longer tolerated to guarantee that all projects are in<br>\nline with the government&apos;s planning.<\/p>\n<p>In order to avoid further mistakes, a project proposal will be<br>\napproved only if it is well prepared and supported by an adequate<br>\nfeasibility study.<\/p>\n<p>&quot;We don&apos;t want a loan to be issued long before a project<br>\ncommences,&quot; he said.<\/p>\n<p>The bank&apos;s officials discussed the progress of ADB-financed<br>\nprojects in the country during the meeting.<\/p>\n<p>Rahardi said that the discussion, which he described as a just<br>\nroutine meeting, was aimed at further synchronizing the bank&apos;s<br>\nfuture loans to Indonesia&apos;s development priorities.<\/p>\n<p>The bank, which pledged to provide a loan of US$1.2 billion<br>\nfor the current 1994\/95 fiscal year during the July meeting of<br>\nthe Consultative Group for Indonesia, committed to further<br>\nparticipate in the country&apos;s development efforts in the coming<br>\nyears, he said.(hen)<\/p>",
