        "content": "<p>Deputy Chair of the Indonesian Ombudsman Rahmadi Indra Tektona stated\nthat strengthening digital autonomy could be a future strategy for\npublic services in Indonesia.<\/p>\n<p>According to Rahmadi, in a statement in Jakarta on Saturday, digital\ntransformation must deliver inclusive, swift, transparent public\nservices oriented towards community needs.<\/p>\n<p>According to him, local government paradigms have undergone\nsignificant changes from conventional administrative bureaucracy to\nintegrated and participatory digital services.<\/p>\n<p>\u201cTechnology must bring government closer to the people.\nDigitalisation of public services is not merely system modernisation,\nbut an effort to deliver more responsive and accountable services,\u201d\nRahmadi said.<\/p>\n<p>However, Rahmadi highlighted several challenges in implementing\ndigital autonomy, including regional digital infrastructure gaps,\nlimited civil service human resources capacity, data security threats,\noverlapping central and regional systems, and bureaucratic resistance to\ncultural change.<\/p>\n<p>\u201cThe success of digital transformation is not measured by the number\nof applications created, but by how evenly services are experienced by\nthe public,\u201d he said.<\/p>\n<p>Rahmadi also stressed the importance of public participation in\nmonitoring and evaluating digital-based public services to enhance\ntransparency and public trust in local governments.<\/p>\n<p>Meanwhile, former Indonesian Ombudsman Chairperson Amzulian Rifai\n(2016-2021) emphasised that public service quality reflects good\ngovernance.<\/p>\n<p>He argued that good public services generally correlate with lower\ncorruption and maladministration in the bureaucracy.<\/p>\n<p>\u201cIf public services are good, the bureaucracy is usually sound and\ncorruption is low. Maladministration often serves as a gateway to\ncorruption,\u201d Rifai said.<\/p>\n<p>He also highlighted how digitalisation of public services has brought\nsignificant changes in governance.<\/p>\n<p>It was noted that various services previously handled manually are\nnow more accessible to the public through digital systems, from\ntransportation services, business administration to court services.<\/p>\n<p>Thus, he stated that digital transformation also drives increased\ntransparency and efficiency in public services, reducing public reliance\non lengthy and cumbersome bureaucratic processes.<\/p>\n<p>He noted that the biggest challenges in bureaucratic reform often lie\nin human resource quality and ongoing corrupt practices across various\nsectors.<\/p>\n<p>\u201cSupervisory bodies, both internal and external, must have strong\nintegrity. The Ombudsman exists to ensure public services operate in\nline with principles of fairness, transparency, and accountability,\u201d he\nsaid.<\/p>",
