        "content": "<p>Garut, VIVA \u2013 The Learning Groups (Pokjar) IV of the Indonesian\nPolice Staff and Senior Leadership School (Sespimma), Batch 75 of 2026,\nis strengthening community policing to address motorcycle gang problems\nin Garut Regency.<\/p>\n<p>With involvement from government and security authorities, there has\nbeen a paradigm shift. Many motorised groups have legally transformed\ninto social organisations (ormas).<\/p>\n<p>Data from the Garut Regency\u2019s Bakesbangpol records that there are\ncurrently 600 motor groups known, identified and registered. However,\nthere are more than 300 motor groups that are unregistered.<\/p>\n<p>The unregistered groups pose a serious challenge for authorities to\nsupervise. The youth age group tends to engage in criminal activity.<\/p>\n<p>From issues in the Garut Police Resort jurisdiction, Pokjar IV\nSespimma Batch 75 organised a Focus Group Discussion \u2018Optimisation of\nMotor Group Supervision\u2019 (FGD) at Garut Police Resort on Tuesday 19 May\n2026.<\/p>\n<p>Attendees included Pawas Sespimma Polri Kombes Grace Krisna D\nRahakbau, Kombes Tommy Bambang Irawan, Garut Police Chief AKBP Yugi Bayu\nHendarto and Garut\u2019s Deputy Police Chief Kompol Deny Rahmanto, along\nwith representatives from Forkopimnda, community leaders, and motor\ngroups including XTC, Moonraker, Brigez, GBR, and motor clubs supervised\nby Satlantas Polres Garut.<\/p>\n<p>Sespimma cadet at the Polri\u2019s Education and Training Center\n(Lemdiklat Polri), Satria Anggara, explained that the phenomenon of\nmotor groups, or those stigmatized as motorcycle gangs, stems from the\nneeds of the young generation, particularly from adolescence to early\nadulthood.<\/p>\n<p>Although the transformation trend currently offers positive\nprospects, field realities show that the potential for street crime\ninvolving young people has not completely faded.<\/p>\n<p>\u2018And secondly, the intersection between young motor group members and\nthe dangers of drugs. Much street crime begins with drug abuse and\nalcohol consumption,\u2019 he said.<\/p>\n<p>Furthermore, given the various problems, he argued there is a need\nfor massive and structured inter-agency synergy.<\/p>\n<p>He stated that supervision cannot be borne solely by the police, but\nmust involve the Education Department, Kesbangpol, NGOs, and the general\npublic.<\/p>\n<p>\u2018The discussion underscored the urgency of policy formulation that\ndoes not only emphasise repressive law enforcement, but also holistic\npreventive and pre-emptive strategies, including social integration and\njob creation,\u2019 said Satria.<\/p>",
