        "content": "<p>The National Border Management Agency (BNPP) of the Republic of\nIndonesia, through the Assistant Deputy for Spatial Planning of Border\nAreas (PRKP), held a forum on Planning for Spatial Arrangement of State\nBorder Areas in the former outstanding boundary problem (OBP) regions of\nSimantipal, Sebatik Island, and the Sinapad River segment on Thursday\n(16 April 2026). This cross-ministerial\/institutional forum serves as a\nstrategic step to accelerate spatial planning certainty. The meeting\nalso discussed addressing the social and economic impacts on border\ncommunities in Nunukan Regency, North Kalimantan (Kaltara). Assistant\nDeputy PRKP of BNPP RI, Ismawan Harijono, representing Deputy for Border\nArea Potential Management BNPP RI Inspector General of Police Edfrie R\nMaith, stated that the forum functions as a coordination space to align\nperceptions, consolidate policies, and gather data-based inputs in\nborder area spatial planning. \u201cThis coordination aims to align national\nspatial plans with border area, provincial, and regency\/city spatial\nplans, particularly in former OBP areas such as Simantipal, Sebatik\nIsland, and the Sinapad River segment,\u201d Ismawan said in a press release\nreceived by Kompas.com on Saturday (18 April 2026). Ismawan explained\nthat Sebatik Island and Simantipal are the main focus of planning due to\nboundary changes that directly impact land area and utilisation.\nMeanwhile, 127,336 hectares of company, individual, and royal party land\nremain under state land status and require clear management. \u201cThis\nsituation triggers various issues, from land security, palm oil theft,\nrampant illegal cross-border routes, to unresolved land status\ndeterminations submitted by village governments to the regency\ngovernment,\u201d he clarified. Furthermore, the PRKP BNPP RI team has\nconducted direct inspections of the former OBP area on Sebatik Island.\nFrom the inspection results, several strategic development proposal\npoints were identified, including a campsite location in Sungai Limau\nVillage, patrol inspection routes along the border, construction of\nBorder Security Posts (Pos Pamtas) and sub-sectors, as well as local\nmarket activities in Aji Kuning Village. Regarding this, local\ncommunities have proposed a compensation scheme for approximately 778\nhectares of impacted land. This is being realised through infrastructure\ndevelopment in Lumbis Hulu and Lumbis Pansiangan Sub-districts. BNPP RI\nis also pushing for the acceleration of this compensation realisation\nand priority basic infrastructure development. The infrastructure\nincludes providing alternative roads that do not cross neighbouring\ncountries\u2019 territories, preparing landfill sites (TPA), and improving\ninter-settlement connectivity. Furthermore, Ismawan emphasised the\nimportance of strengthening the defence and security functions of border\nareas.<\/p>",
