Java: Surjadi<\/p>\n<p>JAKARTA (JP): Governor Surjadi Soedirdja says that the<br>\ncooperation between Jakarta and West Java should be improved to<br>\ncoordinate developments in the two regions.<\/p>\n<p>Surjadi said that cooperation between the two regions has been<br>\nrelatively weak because existing regulations do not accommodate<br>\nthe interests of both sides.<\/p>\n<p>\"It is true that the cooperation has been too weak because<br>\neach region has its own concept of development. As a result the<br>\ndevelopments of West Java regions, which border Jakarta, such as<br>\nBogor, Tangerang and Bekasi (Botabek), have never been compatible<br>\nwith the development of Jakarta,\" Surjadi told reporters<br>\nyesterday in a press conference to commemorate his third year as<br>\ngovernor.<\/p>\n<p>He said Jakarta needed to keep its southern part as a water<br>\ncatchment in a bid to preserve groundwater but, on the other<br>\nhand, the West Java administration intends to develop the regions<br>\nadjacent to Jakarta's water catchment area by allowing<br>\ncontractors to develop housing complexes.<\/p>\n<p>\"Such misunderstandings should be overcome because the effect<br>\nwill not only harm Jakarta but it will also damage the West Java<br>\nareas in the long run,\" he said.<\/p>\n<p>Third year<\/p>\n<p>Surjadi said that the best way to deal with this problem is to<br>\nintensify communication between the two administrations and reach<br>\nbetter a understanding about developing the greater Jakarta area.<\/p>\n<p>Surjadi, who took office Oct. 6, 1992 replacing Wiyogo<br>\nAtmodarminto, is known as a quiet person who prefers action to<br>\nwords. He is also known for consistency in implementing his<br>\npolicies, especially in creating a clean government.<\/p>\n<p>He has often reminded his subordinates that they work to serve<br>\nthe people and not the other way around.<\/p>\n<p>He has had more than 120 city employees punished for various<br>\nviolations since 1993.<\/p>\n<p>Surjadi, known as a devout Moslem, introduced the Jakarta<br>\nTeguh Beriman motto, an abbreviation for continued efforts to<br>\nlive in a clean, beautiful, humane and secure manner, in 1992.<\/p>\n<p>\"The motto was meant to become a bastion against everything<br>\nunsuitable to the morale of Jakartans,\" he said.<\/p>\n<p>Speaking of people's incomes, Surjadi said Jakarta's per<br>\ncapita income was US$3,109 in 1994, the highest in the country.<\/p>\n<p>Jakarta has won various awards under his administration, from<br>\nthe prestigious Parasamya Purna Karya Nugraha award to the<br>\nAdipura Award for achievements in development and cleanliness.<\/p>\n<p>However, he said what Jakarta has achieved is a result of a<br>\nlong process pioneered by his predecessors.<\/p>\n<p>This year the administration has launched several large<br>\nprojects such as a subway and land reclamation.
