One of the aspects of corruption that has not received the
\nattention it deserves is that of time. Post-Idul Fitri spot
\nchecks conducted by the minister for administrative reforms
\n(Menpan) have revealed high rates of absenteeism among civil
\nservants despite the length of the holidays.<\/p>\n
This should serve as a basis for evaluating the extent of the
\nlosses suffered by society in connection with the effort to
\ncreate good governance. Besides, an assessment can be made to
\nascertain whether the employees who skip work are really needed
\nby the agencies in which they work.<\/p>\n
In turn, the results of such assessments could be used to
\ndetermine whether the units where employees are often absent
\nshould be maintained. A policy of restructuring could therefore
\nbe pursued.<\/p>\n
Meanwhile, the minister of administrative reforms' plan to
\nimpose pay cuts in no way addresses the urgent matters described
\nabove and will not put an end to disguised unemployment. Civil
\nservants' absenteeism should thus be linked to the enhancement of
\nbureaucratic effectiveness and efficiency, rather than merely the
\npromotion of discipline.<\/p>\n
