Pekalongan Regent Fadia Arafiq has been criticised by Deputy Minister\nof Home Affairs Bima Arya after she admitted not understanding\nbureaucracy because of her background as a dangdut singer, following her\narrest by the Corruption Eradication Commission (KPK).<\/p>\n
Bima Arya said that local leaders are the highest-ranking officials\nwithin regional government. This must be understood with full\nresponsibility by each local leader when in office, including Fadia.<\/p>\n
\u201cLocal leaders are the highest leaders of regional government\nbureaucracy; not only must they master it but they must also control it\nand be fully responsible. This is what should be understood when\ndeciding to become a local leader,\u201d Bima Arya said, quoted on Friday, 6\nMarch 2026.<\/p>\n
According to Bima, local leaders who do not have a political\nbackground should be able to learn quickly. Not all matters should be\nhanded over to the Regional Secretary (Sekda). \u201cYou cannot entrust\neverything to the Sekda, because the Sekda carries out instructions to\ncoordinate policy as the senior-most bureaucrat,\u201d he said.<\/p>\n
Earlier reports indicated that the KPK disclosed that Regent Fadia\nArafiq, while being questioned by the anti-corruption body, admitted not\nknowing procurement rules due to her background as a former singer or\ndangdut artist.<\/p>\n
\u201cIn the intensive examination conducted, FAR stated that she has a\nbackground as a musician, not a bureaucrat. This is what Ms FAR said,\u201d\nsaid KPK Deputy Head of Enforcement and Execution Asep Guntur Rahayu at\nthe Red and White Building of KPK, Jakarta, Wednesday, 4 March 2026.<\/p>\n
Furthermore Asep said the testimony of the singer of the song \u201cCik\nCik Bum Bum\u201d contradicted the principle of presumptio iures de iure or\nthe theory of legal fiction.<\/p>\n
\u201cFAR is a regent or state administrator for two terms, and has served\nas Vice Regent from 2011-2016, so FAR should understand the\nimplementation of good governance in regional government,\u201d he said.<\/p>\n
Earlier, on 3 March 2026, KPK announced a series of arrests during\nRamadan, also the seventh arrest this year.
