Statistic bill rules foreign researchers<\/p>\n
JAKARTA (JP): A new bill will require foreign research
\ninstitutions to form partnerships with local researchers before
\nthey survey or publish statistics in Indonesia.<\/p>\n
The National Development Planning Board's chairman Ginandjar
\nKartasasmita told a House session on the statistics bill
\nyesterday that this requirement would benefit local
\norganizations.<\/p>\n
"We could gain benefits in terms of technology, information
\nand profits from the partnerships," Ginandjar said.<\/p>\n
He said partnerships could include the establishment of new
\norganizations.<\/p>\n
"The bill does not specify the form of partnerships," he
\nadded.<\/p>\n
The government ordered the Central Bureau of Statistics to
\ndraft the bill to ensure the reliability and intelligibility of
\nstatistics produced and published in Indonesia.<\/p>\n
Many published surveys have come under fire for creating
\nconfusion by failing to inform the public of their shortcomings
\nor for using small samples.<\/p>\n
The bill has also drawn much criticism, with some saying they
\nfear it could be used to stop polling and surveying by the
\nIndependent Election Monitoring Committee.<\/p>\n
The bill, if it becomes law, will require researchers who
\nproduce and use statistics to report their work to the bureau.<\/p>\n
Ginandjar said that 1993 Presidential Decree No. 100 required
\nall researchers to obtain written permits from the Indonesian
\nInstitute of Sciences.<\/p>\n
He said the ministry of home affairs also required all
\npartnerships with international agencies or organizations to
\nobtain permits from the ministry and the institute. (02)<\/p>",
