        "content": "<p>REPUBLIKA.CO.ID, JAKARTA \u2013 The State Secretariat (Setkab) has\nsurprisingly managed to break into the top three ministries\/institutions\nwith the best performance in the eyes of the public. In the latest Cyrus\nNetwork survey for April 2026, Setkab achieved a score of 86.3 percent,\nplacing it just below the Ministry of Finance (Kemenkeu) and the\nMinistry of Health (Kemenkes).<\/p>\n<p>Lead researcher at Cyrus Network, Syahril Ilhami, explained that one\nof the main factors boosting Setkab\u2019s position is the quality of\ncommunication built by the Cabinet Secretary (Seskab). \u201cThe public is\npleased with the communication delivered by these top-performing\nministries\/institutions at present,\u201d said Syahril during a press\nconference in Jakarta, quoted on Thursday (16\/4\/2026).<\/p>\n<p>In addition to efficient administrative performance, experts assess\nthat the adaptive leadership style of Teddy Indra Wijaya as Cabinet\nSecretary is key. CSIS expert researcher Arya Fernandes explained that\nexposure or the level of public appearances through clear programme\ndelivery greatly influences public assessment of the government.<\/p>\n<p>\u201cSome ministries have high rankings, such as the Ministry of Finance,\nBGN, and the State Secretariat; their exposure is higher than other\nministries\/institutions,\u201d said Arya.<\/p>",
