        "content": "<p>State-run 'TVRI' mulls showing rapists' photos to the public<\/p>\n<p>JAKARTA (JP): Director General for Radio, Television and Film<br>\nAlex Leo Zulkarnaen thinks the idea of broadcasting the names and<br>\nphotographs of rapists on state-run television TVRI is worth<br>\nlooking into.<\/p>\n<p>Minister of Women's Roles Mien Sugandhi recently suggested<br>\nthat television play a role in the prevention of rape by<br>\npillorying rapists in broadcasts.<\/p>\n<p>The chairperson of the Indonesian Women's Congress, Enny<br>\nBusiri, echoed her suggestion earlier this week.<\/p>\n<p>Zulkarnaen told Antara news agency yesterday that, \"It is<br>\npossible that TVRI will show the rapists to the public, but we<br>\nneed time to weigh the positive and negative aspects.\"<\/p>\n<p>Zulkarnaen expressed concern that the broadcasting of the<br>\nrapists' identity could have a negative impact on the victim.<\/p>\n<p>A few years ago, when the attorney general proposed that TVRI<br>\nshow the photographs of corruptors on TV, the Ministry of<br>\nInformation and the Attorney General's Office discussed the<br>\nmatter thoroughly before they agreed to the idea.<\/p>\n<p>The Attorney General's Office has said that a number of<br>\ncorruptors turned themselves in because they were afraid their<br>\npictures would appear on TV.<\/p>\n<p>Data released by the city police in 1990 showed that a rape<br>\noccurred once every five hours.<\/p>\n<p>Under the Criminal Code, which is being amended, a rapist is<br>\nsubject to a maximum of 12 years imprisonment. The law sets the<br>\nminimum jail term at three years.<\/p>\n<p>The Indonesian Women's Congress, which proposes the death<br>\nsentence for rapists, fully supports the idea of pillorying<br>\nrapists by exposing their faces on TV.<\/p>\n<p>But like Zulkarnaen, the congress' chairperson is more<br>\nconcerned with the situation of the victims. She said her<br>\norganization plans to set up a rape counseling center.<\/p>\n<p>Kalyanamitra, a feminist group, which also supports the idea<br>\nof showing rapists on TV, said this would represent \"social<br>\npunishment.\" The organization also believes that rapists should<br>\nreceive harsher prison sentences than currently meted out.
