State of emergency law<\/p>\n

As we know, the state of emergency bill was approved by the
\nHouse of Representatives (DPR) during the Development Reform
\nCabinet in September 1999. It met with strong resistance from
\nuniversity students and people who led to the postponing of its
\nenactment.<\/p>\n
However, many circles have been astonished because the bill,
\nwhich was postponed, is going to be submitted to the President
\nfor immediate approval. It is based on consideration that it
\nwould be used as a legal foundation in dealing with a state of
\nemergency. This move can only mean a renewed legitimation for
\nmilitary action.<\/p>\n
It is true that President Abdurrahman Wahid, or Gus Dur, has
\nnot given his approval, but the DPR's decision to ask for the
\nPresident's approval clearly indicates that the DPR is ignoring
\nthe people's aspirations.<\/p>\n
If this controversial bill is thought to be more democratic
\nthan Law No. 23\/1959 on a state of emergency, why are people not
\ninformed of its entire content so that they are thoroughly
\nfamiliar with the procedures. Only when the people are aware of
\nthe ideals and procedures and thus accept the contents, can the
\nbill be forwarded to the President for approval.<\/p>\n
