        "content": "<p>State budget 101<\/p>\n<p>From Republika<\/p>\n<p>The good intention of the government, in this case President <br>\nMegawati Soekarnoputri, to provide aid for the repair of <br>\nIndonesian Military\/National Police barracks has prompted <br>\nlegislator Djamal Doa, a member of the United Development Party <br>\n(PPP) faction in the House of Representatives, to question the <br>\naid by initiating an interpellation on the source of the Rp 30 <br>\nbillion in extra-budgetary funds. Twenty-two legislators have <br>\nsigned up in support of the proposed interpellation, though State <br>\nSecretary Bambang Kesowo said in New Delhi, India, on April 1 <br>\nthat the funds came from presidential aid left over from the New <br>\nOrder government.<\/p>\n<p>According to him, the President realizes that the funds should <br>\nbe transferred to the finance minister (i.e. the state treasury). <br>\nIn this context, the state secretary should promptly transfer the <br>\nmoney pursuant to the budget procedures, which follow the gross <br>\nprinciple with no combination or compensation between expenditure <br>\nand income, as a consequence of the House&apos;s budgetary right <br>\nrequiring the inclusion of all spending in the budget so that no <br>\ngovernment activity is beyond legislative control.<\/p>\n<p>Furthermore, the Army chief of staff is prepared to return (to <br>\nthe state secretary) the presidential aid, whose origin is <br>\nunknown. As a substitute, the state secretary can propose an <br>\nauxiliary budget in the current fiscal year to the House (based <br>\non article 6 of the treasury law) or make a budget adjustment <br>\n(article 5 of the law) through the use of the contingency <br>\nspending item, to be submitted to the finance minister for <br>\napproval.<\/p>\n<p>In this way, President Megawati&apos;s aid could be expected to not <br>\nbecome the so-called &quot;Asramagate&quot; (Barrack-gate) akin to the  <br>\nprotracted State Logistics Agency (Bulog) scandal.<\/p>\n<p>HM SUKRANI SUKARI<\/p>\n<p>Jakarta<\/p>",
