One potential state asset that could create fresh funds is
\nstate accounts receivable resulting from bad debts at state
\nbanks. But these accounts would have to be converted into liquid
\nassets first.<\/p>\n
If the accounts receivable now handled by the Directorate
\nGeneral of State Receivable and Auction (DPLN) and the State
\nReceivable Management Committee (PUPN) could be converted into
\nliquid assets without bureaucratic obstacles, they would
\ncontribute to state revenue.<\/p>\n
It would be necessary, therefore, to review the procedure for
\nthe conversion of the state accounts receivable into liquid
\nassets and make a breakthrough by omitting regulations that have
\nbecome impediments.<\/p>\n
Final decisions could be entrusted to DPLN, and if necessary,
\nPUPN could be dissolved to end the overlapping of authority with
\nState Receivable Management Agency (BUPN). Private auction
\ncenters could be given the opportunity to participate in handling
\nstate accounts receivable.<\/p>\n
DPLN could make an inventory of all state accounts receivable
\nand collateral that remains salable through auction. Those no
\nlonger salable should be eliminated. For that purpose,
\ncooperation with private auction centers would be needed as they
\nhave better networks and marketing capability.<\/p>\n
