Stakeholders seek to curb pollution<\/p>\n

Jakarta officials and organizations concerned with air pollution
\nresulting from vehicle emissions have started to develop a
\ncomputer simulation program to help analyze the city's pollution
\nproblem, which it is hoped will help them to formulate policies
\nto reduce pollution levels.<\/p>\n
The stakeholders attended a workshop on Thursday, the first of
\nsix events to be held up until April 2005, according to Shanty
\nM.F. Syahril, the program coordinator of the organizer, the
\nPelangi Foundation.<\/p>\n
\"We expect that by June 2005, we will have completed the
\ndevelopment of the simulation program. We will later distribute
\nthe program to the stakeholders,\" she said.<\/p>\n
The program, called a system dynamics methodology program, was
\nintroduced by Jay W. Forrester from the Massachusetts Institute
\nof Technology in the 1950s.<\/p>\n
It is aimed at helping people understand how a system is
\nworking and later create strategies to intervene so as to bring
\nabout necessary changes.<\/p>\n
Shanty said that the workshops would help those in attendance
\nto understand the issues involved in air pollution in Indonesia,
\nparticularly in Jakarta.<\/p>\n
Up to 60 institutions and organizations have been invited to
\nparticipate in the workshops as stakeholders in clean air
\npolicies, including officials from the central government, and
\nrepresentatives from the Association of Indonesian Automotive
\nIndustries (Gaikindo), the Organization of Land Transportation
\nOwners (Organda), and political parties.<\/p>\n
\"About 40 representatives have agreed to participate in this
\nprogram,\" Shanty said. \"However, some crucial stakeholders, like
\nOrganda and Gaikindo, have not responded to the invitation. I
\nhope they will participate in the subsequent workshops.\"<\/p>\n
The first workshop, where the participants identified current
\nemission problems, was also attended by the Association of Repair
\nShop Owners.<\/p>\n
Workshop facilitators required the participants to write down
\ntheir opinions on emissions.<\/p>\n
Most of the participants agreed that the sheer number of
\nmotorized vehicles on the roads was one of the factors that
\nworsened air pollution in Jakarta.<\/p>\n
Regarding growth in vehicle numbers, the participants
\nsuggested that better public transportation and pedestrian
\nfacilities were a must.<\/p>\n
Cheaper cars and motorcycles were also mentioned as factors
\nthat worsened air pollution.<\/p>\n
They also pointed out that consistent policies to reduce
\npollution were urgently required.<\/p>\n
In addition, the participants identified the low quality of
\nfuel in Indonesia as a primary factor, and urged the government
\nto develop the infrastructure required for environmentally
\nfriendly natural gas-fueled vehicles.<\/p>",
