Sports bill presented to House<\/p>\n

The long-awaited sports bill was presented before a House of
\nRepresentatives (DPR) plenary session on Monday at the start of a
\nlong process before it could be endorsed as a sports act.<\/p>\n
Sponsored by House Commission VI which oversees human
\nresources and religious affairs, the bill is one of few initiated
\nby the House.<\/p>\n
The sports bill consists of 14 chapters and 43 articles and
\nwill only regulate general issues in order to allow flexibility
\nwhen applied in the field.<\/p>\n
\"We don't want to draft a detailed bill that will leave little
\nspace for creativity when the law is enacted,\" commission
\nspokesman Ferdiansyah told reporters after the presentation.<\/p>\n
\"On the other hand, we must have a clear framework for
\nnational policy guidelines.\"<\/p>\n
Among other things, the bill stipulates that the government
\nwill partly bear the funding burden through State Budget (APBN)
\nand local administration budgets (APBD).<\/p>\n
Another financial source is through sports-related business
\ninvolvement such as sponsorships and sports industries.<\/p>\n
Society in general is also encouraged to finance sport to be
\nmore self-reliant. The bill also allows nonbinding contributions
\nto finance sports activities.<\/p>\n
\"Actually, we want to establish a tax deduction mechanism for
\ncompanies that are willing to support sports development,\" said
\nFerdiansyah, a legislator of the Golkar Party faction.<\/p>\n
\"But we must be sure that it will not violates existing tax
\nregulations.<\/p>\n
Another crucial issue in the bill is the establishment of a
\nnational sports coordinating body directly under the president to
\nchannel state funds to sports activities.<\/p>\n
\"Previously, the National Sports Council (KONI) received
\nfunding through the Sports Directorate General of the National
\nEducation Ministry,\" said another legislator, Ronggo Soenarso of
\nthe Indonesian Military\/National Police faction.<\/p>\n
\"With the board's presence, KONI will receive the funding
\ndirectly.<\/p>\n
Meanwhile, commission chairman, Taufikurrahman Saleh of the
\nNational Awakening Party (PKB) faction expected the bill to give
\ngreater freedom to the local administrations to draw up their own
\nsports planning.<\/p>\n
The House steering committee will set another plenary session
\nfor a month's time for House's factions to make their response to
\nthe bill.<\/p>",
