S'pore extradition pact nearly inked<\/p>\n

After six rounds of negotiations, the government is making
\nprogress on an extradition treaty with neighboring Singapore and
\nexpects to complete the deal soon, a minister says.<\/p>\n
Minister of Justice and Human Rights Hamid Awaluddin said on
\nWednesday 13 of 19 articles in the treaty had been finalized,
\nwith the remaining articles to be discussed during the next round
\nof negotiations in Singapore.<\/p>\n
The last round of talks was held on Nov. 14 and Nov. 15 in
\nJakarta. Indonesian was represented at the talks by officials
\nfrom Hamid's office, the Ministry of Foreign Affairs and the
\nAttorney General's Office.<\/p>\n
Among the issues waiting to be resolved are Article 2 on
\nextraditable offenses, Article 3 on territorial applications and
\nArticle 4 on exceptions to extradition.<\/p>\n
Article 5 on extradition requests and supporting documents,
\nand Article 13 on evidence have been finalized, Hamid said during
\na hearing with House of Representatives Commission III on legal
\nand security affairs.<\/p>\n
Hamid said the finalization of the extradition treaty was
\nexpected to be accompanied by a cooperation agreement between the
\ntwo countries on defense affairs.<\/p>\n
Talks on the extradition treaty began after a meeting between
\nPresident Susilo Bambang Yudhoyono and Singaporean Prime Minister
\nLee Hsien Long in November 2004.<\/p>\n
Singapore currently has extradition treaties only with the
\nUnited States and Great Britain. Indonesia began pushing for an
\nextradition agreement with the island-state after several
\ncorruption suspects fled to Singapore to avoid prosecution at
\nhome.<\/p>\n
The public has become increasingly impatient for the
\ngovernment to bring back from Singapore and try bankers who
\nabused state funds in the wake of the late 1990s financial
\ncrisis.<\/p>\n
Without an extradition agreement, these suspects cannot be
\nsent back to Indonesia, even at the request of Jakarta.<\/p>",
