In his first year of a second term leading Balangan Regency, Regent\nAbdul Hadi has achieved a number of governance and public service\nindicators. In 2025, the Public Service Index earned an A rating (Prime\nService) with a score of 4.57.<\/p>\n
\u201cThe best in South Kalimantan for maladministration assessment in\npublic services with a score of 87.13, as well as the best in the\nRegional Financial Management Index,\u201d said Regent Abdul Hadi.<\/p>\n
Under his leadership, Balangan Regency\u2019s Human Development Index\n(HDI) rose from 73.83 to 74.78, whilst the poverty rate fell from 4.87\nin 2024 to 4.64 in 2025. \u201cWhat we have done is package our programmes in\nthe form of innovations, so that the people of Balangan Regency,\nparticularly in public services, are truly given the best service by the\nregional government,\u201d he said.<\/p>\n
Regent Abdul Hadi explained that one of his innovations for economic\ngrowth is the Sanggam Babungas Sanggam Bakabun (Bahutang Kada Babunga)\nprogramme. This provides zero-interest credit financing with no\nadministrative fees to assist micro, small and medium enterprise (MSME)\noperators. The flagship Balangan Regency programme is run in partnership\nwith Bank Kalsel.<\/p>\n
\u201cThis innovation only exists in Balangan Regency. Through this\nprogramme we provide assistance to MSMEs,\u201d he said. The funding comes\nnot from the regional budget but from Bank Kalsel\u2019s corporate social\nresponsibility (CSR) contributions.<\/p>\n
Another CSR-funded programme is the Kartu Balangan Pintar, which\nprovides educational cost assistance for underprivileged primary and\nsecondary school pupils. The programme, aimed at preventing school\ndropouts, supplies school equipment such as bags, stationery and\nuniforms.<\/p>\n
Regent Abdul Hadi has also aligned his policies with President\nPrabowo Subianto\u2019s National Strategic Programmes (PSN). For instance, in\ntackling extreme poverty and reducing stunting, the regent has\nimplemented housing renovation programmes, aid distribution and training\ninitiatives.<\/p>\n
\u201cWe also manage inflation control through affordable markets down to\nthe village level, ensuring inflation remains well managed,\u201d he said.\n\u201cWe always synchronise central government programmes with Balangan\nRegency\u2019s regional government programmes.\u201d<\/p>\n
In human resource development, Balangan Regency runs the Seribu\nSarjana (One Thousand Graduates) programme as well as competency and\nvocational-based job training to reduce open unemployment in the\nregency. This year, over 4,000 students have benefited from the Seribu\nSarjana programme.<\/p>\n
These achievements have not come without challenges. Regent Abdul\nHadi has faced resistance from community members who are less than\nenthusiastic about government programmes. \u201cThere are still those who ask\nwhether the regional government can provide employment if their children\ngo to university,\u201d he said. \u201cBut our thinking is that if children study\nthrough to degree level, their mindset will differ, and with their\nknowledge they can create employment by becoming entrepreneurs.\u201d<\/p>\n
Gradually, the community has come to understand and accept the\nvarious government programmes. Regent Abdul Hadi has called on all\nresidents of Balangan Regency to unite in purpose and stride together\ntowards a more advanced and prosperous regency. \u201cSo that we can stand on\nequal footing with other regencies and cities in South Kalimantan,\u201d he\nsaid.<\/p>\n
Thanks to Regent Abdul Hadi\u2019s wide-ranging innovations, Balangan\nRegency received the Most Innovative Regency award with the Highest\nNational Regional Innovation Index (IID) at the 2025 Innovative\nGovernment Award (IGA) from the Ministry of Home Affairs.
