        "content": "<p>Spatial planning needs proactive steps<\/p>\n<p>JAKARTA (JP): A central government official has urged the<br>\nJakarta administration and council to take proactive steps in<br>\nensuring suited implementation of city spatial planning ahead of<br>\nregional autonomy.<\/p>\n<p>The remark was voiced on Wednesday by Haryo Sasongko, head of<br>\nthe Regional Planning and Development Directorate under the<br>\nMinistry for Internal Affairs, during a meeting with members of<br>\nthe City Council on the public campaign for city spatial<br>\nplanning.<\/p>\n<p>&quot;City officials, councillors and the public will play an<br>\nimportant role in implementing city spatial planning as<br>\nstipulated in the 1999 Bylaw on City Planning,&quot; he said.<\/p>\n<p>The city administration have to take stern action against any<br>\nmisappropriations, such as the unwarranted development or<br>\nchanging of certain areas.<\/p>\n<p>He cited the city administration&apos;s failure in handling street<br>\nvendors who still freely run their businesses in parks, pathways<br>\nand streets across the capital.<\/p>\n<p>He also appointed the Jakarta Administration&apos;s unsuccessful<br>\nhistory of taking severe measures against misappropriations of<br>\nareas initially designed as greenbelt areas but developed for<br>\nother business purposes.<\/p>\n<p>The 1999 Bylaw on City Planning states the directional<br>\nguidelines in developing the capital&apos;s five mayoralties. The<br>\nbylaw also sets aside 13 percent of the city&apos;s 661.62 square<br>\nkilometers for open green space such as parks, forests and<br>\nagriculture.<\/p>\n<p>According to Haryo, the misappropriations in terms of the<br>\ncity&apos;s open green space had been rampant in the past with the<br>\npublic reduced to passive spectators.<\/p>\n<p>The administration&apos;s task is to progressively return those<br>\nareas to their original functions, he added.
