Spatial plan amendment debated<\/p>\n
JAKARTA (JP): Sociologist Sardjono Jatiman said changes to the
\nurban spatial plan was acceptable as long as there was legal
\ncertainty to protect people.<\/p>\n
\"People living in a big city like Jakarta are aware that they
\nshould adapt to any possible changes in the spatial plan. But the
\nchanges should be based on legal certainty,\" Sardjono said
\nSaturday in response to statements by the deputy governor for
\neconomic and development affairs, Tb. M. Rais.<\/p>\n
Rais said last week that changes in land use should not be
\ntaboo because they were needed to attract investment to raise
\ndevelopment funds.<\/p>\n
The executive director of the Indonesian Consumers Foundation,
\nZumrotin K. Soesilo, said over the weekend that the city must be
\nconsistent in implementing its spatial plan and not bow to
\nparties with political or economic clout and change spatial
\nplans.<\/p>\n
\"This could cause people to feel insecure,\" she said.<\/p>\n
Sardjono said that if the city revised the 1985 to 2005
\nspatial plan and made it the 1985 to 2010 plan, there must be a
\nlegal guarantee that people can keep living in their homes until
\nthe end of the plan.<\/p>\n
\"People don't mind change, they just want assurance,\" said
\nSardjono, who is a teacher at the University of Indonesia's
\nschool of social and political science.<\/p>\n
Sardjono said the spatial plan was a legal basis for the
\ncity's development and should therefore provide all people with
\nlegal certainty.<\/p>\n
\"As a legal basis, the spatial plan should not change anytime
\nonly to satisfy certain groups of people,\" Sardjono said.<\/p>\n
He cited commercial sites in Kemang, South Jakarta. According
\nto the 1985 to 2005 spatial plan, Kemang should be a residential
\narea.<\/p>\n
\"In some cases, government officials should be held
\nresponsible for changes in land use, especially if the changes
\ncome on the requests of economically powerful people,\" he said.<\/p>\n
Sardjono said the city's policy on the ratio between ordinary
\nresidential areas and luxury apartment apartments for middle and
\nupper class people needed to be addressed.<\/p>\n
\"But, the composition should be made fairly for the sake of
\npublic interest, not only for the benefit of certain groups,\"
\nSardjono said.<\/p>\n
He said it would be hard to determine the right ratio because
\nimproper decisions on the ratio could create exclusivism.<\/p>\n
Considering social factors, revising spatial plans would be
\nwise, he said. \"It is about time\".<\/p>\n
The draft of the revised spatial plans was presented to
\nGovernor Surjadi Soedirdja earlier this month.<\/p>\n
The spatial plan has to be approved by the governor, the
\nMinister of Home Affairs and the City Council. (ste)<\/p>",
