Palembang (ANTARA) - The Governor of South Sumatra, Herman Deru, is\nurging the Draft Law (RUU) on Transmigration to provide legal certainty\nwhile resolving issues concerning assets and infrastructure in former\ntransmigration areas.<\/p>\n
Speaking in Palembang on Monday, Herman Deru stated that the issue of\nassets in former transmigration zones needs to be a priority in the\ndrafting of new regulations, as several pieces of infrastructure\ncurrently lack clear management status.<\/p>\n
\u201cThe transmigration programme plays a significant role in the\nregional development and economic growth of South Sumatra. Therefore,\ntransmigration regulations need to adapt to the evolving conditions of\nthese areas,\u201d he said.<\/p>\n
According to the Governor, one of the ongoing challenges is the lack\nof a definitive process for transferring assets and infrastructure from\nthe central government to local authorities.<\/p>\n
\u201cThere has been no explicit handover of these assets to the\nprovincial or regency governments. However, the public perceives these\nas the responsibility of the Regent and the Governor,\u201d he noted.<\/p>\n
He added that the issue is not merely about disputes over ownership,\nbut also concerns the capacity of regency and municipal governments to\nrevitalise existing infrastructure.<\/p>\n
Based on previous inventories, the total length of transmigration\nroads in South Sumatra reaches approximately 4,000 kilometres.<\/p>\n
\u201cThis infrastructure represents an important legacy of the\ntransmigration programme that is still utilised by the community today,\nincluding roads, health facilities, and office buildings,\u201d he said.<\/p>\n
He cited the Lalan transmigration area in Musi Banyuasin Regency,\nwhich began developing in the 1990s and has since become an advanced\narea, as an example. However, the development of this area still faces\ninfrastructure challenges.<\/p>\n
Similar issues were found in the Kikim former transmigration area,\nwhich has developed into a centre for agriculture and plantations but\nlacks adequate infrastructural support.<\/p>\n
In addition to land-based asset issues, the Governor also highlighted\ntransmigration areas in maritime regions, such as Pulau Rimau, which has\nbeen active since 1982. This area faces sedimentation in shipping lanes\nthat has not been optimally addressed, a condition feared to hinder the\nactivities of local farmers and disrupt the distribution of agricultural\nproduce.<\/p>\n
\u201cTherefore, I request that this Bill be able to accommodate these\nissues,\u201d he stated.<\/p>\n
Herman Deru hopes that the discussion of the Transmigration Bill will\nserve as a momentum to comprehensively inventory the various legacies of\nthe Ministry of Transmigration related to regional development.<\/p>\n
