        "content": "<p>South Korea proposes holding border talks with North<\/p>\n<p>The proposal comes after a landmine explosion in the demilitarised\nzone last month that injured South Korean soldiers.<\/p>\n<p>SEOUL: South Korea\u2019s defence ministry again proposed on Friday (Oct\n23) military talks with North Korea in order to agree on the exact\nlocation of the land border between the two Koreas and to reduce the\nrisk of accidental clashes.<\/p>\n<p>The proposal, announced by Deputy Minister for National Defense\nPolicy Kim Hong-cheol, follows a landmine explosion in the demilitarised\nzone (DMZ) last month that injured South Korean soldiers.<\/p>\n<p>North Korean troops have been building tactical roads and fences and\nlaying mines near the Military Demarcation Line (MDL) in the DMZ\nseparating the two Koreas in recent years.<\/p>\n<p>Kim said the North\u2019s troops had crossed the line in the process.<\/p>\n<p>The ministry proposed talks last November to resolve differences over\nwhere the line lies, but Pyongyang has not responded.<\/p>\n<p>South Korean military had concluded that North Korea had buried the\nmines south of the MDL that caused the blast that seriously injured two\nSouth Korean soldiers in September. Pyongyang has rejected those\nfindings.<\/p>",
