The South Kalimantan Provincial Government is striving to accelerate
the certification of land and buildings in the central office area in
Banjarbaru City to anticipate potential agrarian conflicts in the
future. To date, only 150 hectares of the provincial government’s office
area, which totals 500 hectares, have been certified.

This was emphasised by the Governor of South Kalimantan, Muhidin,
during the Coordination Meeting for Accelerating the Certification of
Regional Owned Goods (BMD) Land Assets of the South Kalimantan
Provincial Government and District/City Regional Governments at the
South Kalimantan National Land Agency Regional Office Hall on Monday
(06/04). “The South Kalimantan Provincial Government, assisted by the
BPN Regional Office, is committed to accelerating the certification of
land and buildings in the office area. This aims, among other things, to
ensure legal certainty, legitimacy, and avoid conflicts in the future,”
he stated.

Muhidin acknowledged that several cases of land ownership conflicts
with the community have occurred in the office area. Currently, out of
the 500 hectares total area of the provincial government’s central
office complex in Banjarbaru, only 150 hectares have certificates. “This
is our acceleration target. There are still 350 hectares left,” he
said.

The Head of the South Kalimantan National Land Agency Regional
Office, Budi Kristiyana, stated that this activity is an effort to
strengthen the commitment to accelerating land certification in 2026,
particularly for regional government assets at both provincial and
district/city levels.

“Land certification is not just an administrative aspect, but also a
strategic step in securing regional assets from potential seizures or
disputes with third parties. In addition, certification plays an
important role in improving the quality of regional financial
governance, which is one of the assessment indicators by supervisory
institutions such as the KPK and BPK, and encourages the optimisation of
asset utilisation to support development and increase Regional Original
Revenue (PAD),” she explained.

NOT YET MAPPED

Furthermore, it was conveyed that to date, there are still several
regional assets that have not been mapped, do not have certificates, or
are located in certain areas that require special handling. Therefore,
coordinated acceleration steps are needed between district/city land
offices and regional governments.

In the coordination forum, several important matters were emphasised,
including the need for valid data synchronisation between the Land
Office and the Regional Financial and Asset Management Agency (BPKAD),
ensuring complete supporting documents and professional and systematic
measurements. In addition, all ranks are urged to commit to accelerating
the resolution of certification with progressive, fast, and on-target
principles, so that there are no more regional government assets without
clear legal status.

In this segment, the South Kalimantan BPN Regional Office handed over
237 regional owned land certificates, consisting of 68 certificates for
the South Kalimantan Provincial Government and 169 certificates for
three district/city governments, namely Banjarmasin City, Banjarbaru
City, and Banjar Regency. The total value of the certified land assets
reaches Rp317.97 billion.
",
