        "content": "<p>Banjarmasin (ANTARA) - The South Kalimantan Regional Office of the\nDirectorate General of Corrections (Ditjenpas Kalsel) supports the\nacceleration of granting integration rights to correctional inmates as\none of the efforts to address overcrowding challenges in prisons and\ndetention centres.<\/p>\n<p>\u201cWe are promoting responsible and sustainable social reintegration,\u201d\nsaid the Head of the South Kalimantan Ditjenpas Regional Office,\nMulyadi, in Banjarmasin on Tuesday.<\/p>\n<p>The granting of integration rights is the process of rehabilitating\ninmates outside the prison to gradually return to society, including\nconditional release (PB), conditional leave (CB), and pre-release leave\n(CMB).<\/p>\n<p>Mulyadi expressed commitment to continuing support for national\npolicies and enhancing professionalism, accountability, and the quality\nof correctional services oriented towards the recovery and social\nreintegration of inmates.<\/p>\n<p>During the synchronisation and coordination of correctional\ngovernance with the Assistant Deputy for Correctional Governance\nCoordination of the Coordinating Ministry for Law, Human Rights,\nImmigration, and Corrections on Monday (11\/5), Mulyadi outlined the real\nconditions of corrections in South Kalimantan, which currently faces\nchallenges of overcrowding and overstaying.<\/p>\n<p>These conditions have resulted in an occupancy rate of 94 per\ncent.<\/p>\n<p>In addition, based on data as of 9 May 2026, there are still 12\ndetainees exceeding their time limits, spread across several\ncorrectional units with various administrative and legal process\nobstacles.<\/p>\n<p>Mulyadi stated that this situation demands attention and\ncomprehensive handling measures.<\/p>\n<p>He noted that both issues cannot be viewed partially but require a\nsystemic approach, strengthened governance, and closer synergy among\nstakeholders.<\/p>\n<p>Meanwhile, Assistant Deputy for Correctional Governance Coordination\nJumadi emphasised that overstaying detainees is a systemic and\ncross-sectoral issue that requires inter-law enforcement agency\ncollaboration.<\/p>\n<p>\u201cSynergy and concrete steps are needed to achieve \u2018zero\noverstaying\u2019,\u201d he said.<\/p>\n<p>He explained that the Coordinating Ministry for Law, Human Rights,\nImmigration, and Corrections has encouraged the formation of an\nIntegrated Task Force for Handling Overstaying as part of national\npolicy recommendations.<\/p>\n<p>The task force is expected to strengthen inter-agency coordination,\ndata synchronisation, and the development of more effective and\nintegrated mechanisms for releasing detainees.<\/p>",
