South Jakarta's Sub-Office of Social Affairs (Sudinsos) is facilitating the safe return of people requiring social welfare services (PPKS) to their home regions through partnerships with official transport providers such as DAMRI, rather than providing cash assistance. The office conducts social assessments of beneficiaries and coordinates with local authorities for further support, whilst applying specialised supervision at social facilities for repeat cases.

Jakarta (ANTARA) — South Jakarta’s Sub-Office of Social Affairs
(Sudinsos) is facilitating the return of people requiring social welfare
services (PPKS) to their home regions through cooperation with official
transport providers to ensure the process is conducted in an orderly and
coordinated manner.

“We do not provide cash. We cooperate with official transport
providers, such as DAMRI. We purchase tickets to the destination
region,” said Bernard Tambunan, Head of South Jakarta Sudinsos, when
contacted in Jakarta on Monday.

He stated that the return process is not conducted through cash
payments to PPKS, but rather through facilitating return travel tickets
for PPKS to their destination terminal, and subsequently coordinating
with local Social Affairs offices for further intervention.

“PPKS first undergo assessment to determine their social conditions,
family circumstances, and the possibility of other interventions, such
as referral to social facilities,” said Bernard.

For PPKS identified as having been contacted more than once, South
Jakarta Sudinsos applies specialised supervision at facilities before
deciding whether to return them.

“We first provide care; we do not immediately return them again,”
said Bernard.

However, he acknowledged encountering several challenges when PPKS
have no family, either in Jakarta or in their home region, making the
return process a delicate matter requiring inter-regional
coordination.

Of the 16 individuals contacted, the homeless and beggars dominated
the outreach results, with five individuals in each category. The
officers also secured three individuals classified as destitute, one
person with mental disability, one elderly destitute person, and one
non-PPKS individual.

Compared to the same period last year, the figure remains
significantly lower than the 114 individuals recorded in March 2025.

South Jakarta Sudinsos has reached 700 PPKS throughout 2025.
",
