        "content": "<p>Some 1,500 rulings may be revoked<\/p>\n<p>PADANG, West Sumatra: At least 1,500 rulings issued by the<br>\ncentral government and various provincial administrations during<br>\nthe New Order era may be revoked when Law No. 22\/1999 on regional<br>\nautonomy takes effect.<\/p>\n<p>State Minister for Regional Autonomy Ryaas Rasyid said here on<br>\nSaturday that many of these regulations hindered the peoples'<br>\nactivities as they involved strict regulations and taxes on<br>\nvarious private activities, such as setting up new businesses.<\/p>\n<p>\"In the past, much of the people's creativity in the regions<br>\nwas curdled by bureaucracy, which was further aggravated by a lot<br>\nof red tape needed for various permits,\" he said, adding that<br>\nmany regulations were too \"centralistic\".<\/p>\n<p>He called on local administrations and councils to establish<br>\nnew regulations in place of these restrictive ones in accordance<br>\nwith the individual needs of different areas.<\/p>\n<p>\"Provincial administrations and councils should pass new ones<br>\nright away, because they are the ones who know and understand the<br>\npotential of their regions,\" Ryaas said.<\/p>\n<p>He also urged regional administrations to place a strong focus<br>\non the development of human resources.<\/p>\n<p>\"For a region to be able to compete in the global market, then<br>\ntheir human resources must be adequate.
