Soldiers told to go back to barrack<\/p>\n
JAKARTA (JP): Observers call for prompt issuance of
\nregulations which give a clear cut of functions of military and
\npolice to avoid overlapping functions which have frequently
\nsparked conflicts between their personnel.<\/p>\n
Koesparmono Irsan and Munir joined the chorus on Thursday
\nsaying that the conflict between the military and police had
\nreached an alarming level, not only because of the increasing
\nnumber of clashes, but also because of the increasing number of
\npersonnel, from all levels, involved in the clashes.<\/p>\n
Koesparmono Irsan, a lecturer at the Police College (PTIK),
\nand Munir, a founder of the National Commission for Missing
\nPersons and Victims of Violence (Kontras), urged that the
\nmilitary improve their defense skill and leave all territorial
\nfunctions.<\/p>\n
\"Soldiers should go back to barrack and police shed their
\nmilitaristic image to end smoldering conflicts between them,\"
\nKoesparmono said.<\/p>\n
Koesparmono, a former police general, stressed that 'back to
\nbarrack' would help the military to improve their professionalism
\nand would be able to prevent worsening conflict between police
\nand military.<\/p>\n
\"The presence of soldiers in districts and sub-districts is
\nquestioned as the territorial function is no longer necessary,\"
\nsaid Koesparmono, who is also a member of the National Commission
\non Human Rights (Komnas HAM).<\/p>\n
Sharing his opinion, Munir, who is also human right activist,
\nsaid to The Jakarta Post that it was the high time for the
\nIndonesian Military to leave all territorial functions, \"as it is
\nthe core of the problems so far.\"<\/p>\n
But, both Koesparmono and Munir said that the police should
\nalso introspect, leave their militaristic style and start to
\nfocus on efforts to improve their professionalism as public
\nservants.<\/p>\n
Munir, also said that by now there was no clear cut of
\nfunctions between the police and military although officially
\nthey had been separated for two years.<\/p>\n
He said Indonesia needed several regulations like a national
\npolice law, the military law, and a national defense law which
\nwould give a clear separation of military and police functions.<\/p>\n
He said that after the official separation of police from
\nmilitary, police should have fully dealt with security affairs,
\nwhile the military, to some extent, should back up the police.<\/p>\n
But in reality, the military personnel were always more
\ndominant than the police officers in most operations, he added.<\/p>\n
\"Therefore, clashes between military and police personnel
\noften took place when they involved in a joint security operation
\nin conflicting area,\" said Munir.<\/p>\n
Koesparmono stressed the need of the police officers to leave
\nmilitary style. \"In this way they could adjust with atmosphere in
\nwhich they only serve the people in security affairs.\"<\/p>\n
\"We still often see police officers using military approach
\nwhen dealing with the people,\" he said.<\/p>\n
Meanwhile, the National Resilience Agency (Lemhanas) Governor
\nErmaya Suradinata said his institution also discussed the future
\nof the national police, after its separation from the Indonesian
\nMilitary (TNI).<\/p>\n
Discourses developed in Lemhanas discussions were the
\npossibility of the National Police under the auspices of the
\nMinistry of Home Affairs like in China, Russia, and Thailand.<\/p>\n
Ermaya further said that in line with the implementation of
\nregional autonomy, there was possibility that the police would be
\ncontrolled by the regional administrations.<\/p>\n
Koesparmono, said which institution is responsible for the
\nNational Police, is not a significant issue to resolve conflict
\nbetween the police and military.<\/p>\n
\"The most important thing is that both sides will introspect
