        "content": "<p>Soeharto wants APEC to remain loose body<\/p>\n<p>JAKARTA (JP): President Soeharto said yesterday that, while<br>\nIndonesia supports trade liberalization in the Asia-Pacific<br>\nregion, it does not want the formation of a formal bloc.<\/p>\n<p>Soeharto made the statement during a meeting with visiting<br>\nMalaysian Minister of International Trade and Industry Rafidah<br>\nAziz at the Merdeka Palace here.<\/p>\n<p>\"We want to know President Soeharto's opinion about this<br>\nmatter. And it is clear that he supports trade liberalization in<br>\nthe region but does not propose to make it into a formal free<br>\ntrade area, as wanted by a number of parties,\" Rafidah said after<br>\nmeeting with Soeharto.<\/p>\n<p>Rafidah referred to some developed members of the Asia Pacific<br>\nEconomic Cooperation (APEC) forum, including Australia and the<br>\nUnited States, which want to institutionalize the forum. The<br>\nproposal that APEC be institutionalized has been rejected<br>\noutright by developing members, especially Malaysia, she added.<\/p>\n<p>\"I'm happy to see Bapak President's clear view this time. And<br>\nwe support it,\" Rafidah said, adding that developed economies<br>\nshould start to liberalize trade and investment in their<br>\ncountries earlier than the developing members do.<\/p>\n<p>At their second summit in Bogor, West Java, last November,<br>\nAPEC leaders agreed to liberalize trade and investment in the<br>\nregion. The deadline for full liberalization is 2010 for the<br>\ndeveloped economies and 2020 for the developing economies.<\/p>\n<p>\"What we want to see is that efforts in the Asia-Pacific<br>\nregion to liberalize trade by reducing tariffs. And those figures<br>\n(of years) only serve as targets, which would comply with the<br>\ncapabilities of each member,\" Rafidah said.<\/p>\n<p>The third APEC summit, scheduled to take place in Osaka on<br>\nNov. 19, is expected to provide a blueprint for the<br>\nimplementation of the Bogor declaration on trade and investment<br>\nliberalization in the region.<\/p>\n<p>Asked if Malaysian Prime Minister Mahathir Mohamad will attend<br>\nthe Osaka summit, Rafidah said the prime minister had not yet<br>\ndecided. \"But I believe that he will attend it. Insya Allah (If<br>\nGod is willing),\" she added.<\/p>\n<p>Rafidah returned to Kuala Lumpur after her meeting with<br>\nSoeharto yesterday. The minister had been here on a three-day<br>\nvisit to promote bilateral trade and investment. The Indonesian<br>\nvisit was the third leg of a Southeast Asian tour by Radifah and<br>\nfollowed a visit to Thailand and the Philippines. (rid)<\/p>",
