        "content": "<p>Social Services target the poor<\/p>\n<p>JAKARTA (JP): Indonesia has some 225,000 old people, 230 <br>\ndisabled children, 15,000 delinquent children and drug addicts, <br>\n31,000 prostitutes, 450,000 orphans, 48,300 isolated citizens and <br>\n202,300 poor families that require the government's care.<\/p>\n<p>Or more precisely the attention of the Ministry of Social <br>\nServices.<\/p>\n<p>And they will get it despite shortages in government <br>\nresources, according to ministry officials.<\/p>\n<p>The handling of these disadvantaged groups will be the top <br>\npriority for the ministry in the next five years.<\/p>\n<p>Officials of the ministry, who are gathering here to hammer <br>\nout the new five year program, have identified three priority <br>\nareas.<\/p>\n<p>Specifically, they are increasing social welfare for the aged, <br>\norphans and other unlucky citizens, developing rehabilitation <br>\nprograms for disabled children, narcotics addicts, beggars, <br>\nprostitutes and ex-convicts, and they are promoting people's <br>\nparticipation in the government sponsored social programs.<\/p>\n<p>The ministry plans to launch a series of programs in these <br>\nthree areas in the coming years. According to officials, they <br>\nhave also made the ambitious decision to improve the quality of <br>\nits services despite fund shortages.<\/p>\n<p>\"We have to set our priorities in the face of budget <br>\nconstraints,\" Minister of Social Services Endang Kusuma Inten <br>\nSuweno said on Saturday after opening the meeting.<\/p>\n<p>The ministry coordinates its service with other 4,100 social <br>\norganizations, 23,000 village youth groups (Karang Taruna) and <br>\n62,000 social workers across the country.<\/p>\n<p>The ministry has set 12 other programs to be carried out in <br>\ncooperation with other ministries. They include relief for <br>\nnatural disasters, guidance for children and youth, augmentation <br>\nof women's roles, and the improvement of housing and <br>\nresettlement.<\/p>\n<p>With their limited funds, Inten urged the social services <br>\nstaff to improve their services in terms of efficiency and <br>\nquality.
