        "content": "<p>Social Minister (Mensos) Saifullah Yusuf, or Gus Ipul, has voiced his\nsupport for the proposal to provide social protection to inmates (Warga\nBinaan Pemasyarakatan, WBP) through the Penerima Bantuan Iuran (PBI)\nscheme. He stated that this step aligns with the mandate of Article 34\nof the 1945 Constitution.<\/p>\n<p>Gus Ipul conveyed this during a visit from House of Representatives\nmember Rieke Diah Pitaloka, along with Hetty Widiastuti, Head of the\nSpecial Health Care and Rehabilitation Working Group of the Directorate\nGeneral of Corrections, at the Ministry of Social Affairs office on\nFriday (27\/3).<\/p>\n<p>\u201cThis is in line with Article 34 of the 1945 Constitution. The poor\nand neglected children shall be cared for by the state,\u201d said Gus\nIpul.<\/p>\n<p>He explained that the implementation of the constitutional mandate is\ncarried out through various social protection and empowerment programmes\nfor Social Welfare Service Recipients (Pemerlu Pelayanan Kesejahteraan\nSosial, PPKS). The forms of assistance include the Family Hope Programme\n(Program Keluarga Harapan, PKH), food aid, and PBI.<\/p>\n<p>Gus Ipul noted that there are 12 vulnerable groups or Social ATENSI\nService Recipients (Pemerlu ATENSI Sosial, PAS) targeted by the Ministry\nof Social Affairs for assistance. These groups include the poor,\nneglected children, people with disabilities, neglected elderly,\ndisaster victims, and former inmates.<\/p>\n<p>Of the total 275,513 current inmates, 112,882 individuals have been\nregistered as PBI recipients. To ensure targeting accuracy, the Ministry\nof Social Affairs will coordinate with the Central Statistics Agency\n(Badan Pusat Statistik, BPS) in the verification and decile\ndetermination process.<\/p>\n<p>In addition to the PBI scheme, the government is also open to\nproviding other social assistance to inmates who meet the criteria.<\/p>\n<p>\u201cSo anyone who meets the criteria can receive social assistance as\nprotection. The nature of social assistance is temporary, so that they\ncan rise to become independent families. So social assistance is\nactually only temporary,\u201d he said.<\/p>\n<p>Following the protection phase, the Ministry of Social Affairs will\nproceed with social rehabilitation programmes according to each\nindividual\u2019s needs. This service is provided through the ministry\u2019s\ncentres in various regions.<\/p>\n<p>\u201cIn the context of social rehabilitation, the government has\nresidential services through the centres we have; that is residential\nservice,\u201d he added.<\/p>\n<p>Meanwhile, for healthy aid recipients of productive age, the approach\nis economic and social empowerment, such as training, business\nassistance, and market access.<\/p>\n<p>\u201cIn empowerment, there is business assistance, training assistance,\nmarket creation assistance, assistance that is actually more abundant,\u201d\nhe said.<\/p>\n<p>He also emphasised the importance of data integration through the\nNational Single Social-Economic Data (Data Tunggal Sosial Ekonomi\nNasional, DTSEN) so that all assistance programmes can run more\naccurately and sustainably.<\/p>\n<p>\u201cInsha Allah, this information will be followed up to provide\nprotection for inmates,\u201d he concluded.<\/p>",
