Social control needed to prevent collusion: Governor<\/p>\n
JAKARTA (JP): Governor Surjadi Soedirdja threatened once again
\nyesterday to take firm actions against developers who violate
\nregulations and city's officials found guilty of colluding with
\nthem.<\/p>\n
Surjadi made the remarks in response to reports that there is
\ncollusion between developers and city's officials in handling the
\nconstruction of facilities, in exchange for city-owned properties to
\nbe demolished to make way for the construction of modern buildings.<\/p>\n
City Council revealed on Wednesday the alleged collusion between
\ncertain officials of the city's cemetery office and PT Angkasa
\nInterland, a real estate developer. The developer has reportedly
\nbuilt fences on a plot of land in Menteng Pulo, South Jakarta, which
\nis owned by the office, even though the exchange process has not yet
\nbeen completed.<\/p>\n
In a meeting with members of the City Council, the developer
\nclaimed that it built the fence with the approval of the cemetery
\noffice, but admitted that the exchange process has not yet been
\napproved by City Council.<\/p>\n
Based on existing rules, the exchange agreement, in which the
\ndeveloper builds certain facilities in exchange for the procurement
\nof a plot of land owned by the city administration, has to get
\napproval from both the governor's office and City Council.<\/p>\n
The governor said he will not hesitate to take stern action
\nagainst the negligent developers. If unheeded, these actions could
\nlead to the revocation all their licenses.<\/p>\n
He also stressed that social control plays an important role in
\ncontrolling the city's personnel. \"This thing frequently happens
\nbecause of the absence of such control,\" Surjadi said.<\/p>\n
He said that the number of violations would fall if there is
\nstronger control, including the one from the printed media. On the
\nother hand violations would increase if the control is weak.<\/p>\n
Surjadi also said that there is a possibility that developers
\nbribe officials to bypass certain procedures.<\/p>\n
Surjadi said he will be consistent in giving sanctions to
\ndevelopers violating existing regulations. (yns)<\/p>",
