        "content": "<p>Social Affairs Minister Saifullah Yusuf (Gus Ipul) has said that\nupdating the National Social Economic Single Data (DTSEN) is a crucial\nstep to ensure social assistance and community empowerment programmes\nare properly targeted.<\/p>\n<p>Gus Ipul made the remarks at the event \u2018Collaboration of the\nPresident\u2019s Priority Programs in Building Human Resources Towards\nEconomic Independence\u2019 at the Swatantra Wibawa Mukti Building in Bekasi\nRegency.<\/p>\n<p>\u201cI hope that with data that is increasingly accurate and real-time,\nit will not only ensure that the assistance is properly targeted but\nwill also empower communities,\u201d Gus Ipul said in a written statement on\nWednesday, 4 March 2026.<\/p>\n<p>Gus Ipul stressed that data quality is a decisive factor in the\neffectiveness of government policy. With accurate data, various social\nwelfare and empowerment programmes will be effective and well\ntargeted.<\/p>\n<p>Updating DTSEN is a follow-up to Presidential Instruction (Inpres)\nNo.\u00a04\/2025, which mandates central and regional governments to\ncoordinate and collaborate with BPS to update DTSEN.<\/p>\n<p>On this occasion, Gus Ipul praised Bekasi Regency\u2019s readiness to\nsupport the DTSEN updating process, from providing human resources to\nworkspace facilities for village data operators.<\/p>\n<p>\u201cBekasi has prepared everything related to this updating exercise.\nFrom human resources, village data operators, to devices such as laptops\nthat support the work of village operators,\u201d Gus Ipul said.<\/p>\n<p>Gus Ipul described the Regency\u2019s attention as a strategic step to\nboost the professionalism of operators in updating DTSEN.<\/p>\n<p>\u201cIt is not possible for everything to be perfect. But at least the\nmeasured supports are very strategic in making village operators work\nmore professionally,\u201d he said.<\/p>\n<p>As a form of support, Acting Bekasi Regent Asep Surya Atmaja said the\nBekasi Regency government provides support to SIKS-NG operators in the\nform of soft financial assistance.<\/p>\n<p>\u201cThey will receive Rp 500,000 per month, paid quarterly. In the third\nquarter we will add one laptop per village,\u201d he said.<\/p>\n<p>According to Asep, differences in village population sizes are among\nthe challenges in data management. Therefore, larger villages are likely\nto receive additional data operators to optimise the updating\nprocess.<\/p>\n<p>Also in attendance were Wardatul Asriah, a member of Commission VIII\nof the DPR RI, along with senior officials, the Minister\u2019s Special\nStaff, and other high-ranking officials from the Ministry of Social\nAffairs.<\/p>\n<p>The event was also attended by Bekasi Regency DPRD Chair Ade Sukron,\nBekasi Police Chief Kombes Pol. Sumarni, Dandim 0509 Letkol Inf. Michael\nRonald, Bekasi District Court Chief Faisal Akbaruddin Taqwa, and the\nState Prosecutor of Bekasi Semeru. The event was also attended by\ndistrict heads, village chiefs, village data operators, and social\npillars across Bekasi Regency.<\/p>\n<p>For information, DTSEN is a database that depicts the socioeconomic\nconditions of every individual and family in Indonesia. The data is\nmatched with population data and updated periodically to maintain policy\ntargeting accuracy.<\/p>\n<p>DTSEN was formed by merging Regsosek, the Integrated Social Welfare\nData (DTKS), and the Data for Targeting Acceleration of Extreme Poverty\nEradication (P3KE). The integration makes DTSEN the main reference for\nnational social assistance.<\/p>\n<p>As of January 2026, DTSEN contains 289,060,513 individual records.\nAll data are grouped into 10 welfare deciles, from decile 1\n(prasejahtera) to decile 10 (prosperous).<\/p>\n<p>This classification helps the government set priorities more\naccurately, ensuring social assistance reaches those in need while also\npromoting autonomy for empowered groups.<\/p>\n<p>To facilitate updates, the Ministry of Social Affairs opens two\nchannels for public participation in updating DTSEN: a formal channel\nand a participatory channel.<\/p>\n<p>In the formal channel, communities can coordinate with RT\/RW to\nsubmit data updates via the SIKS-NG operators at the village, kelurahan,\nor Social Service Office.<\/p>\n<p>These proposals are discussed in village or kelurahan deliberations,\nfollowed by ground checks (on-field verifications) by PKH facilitators\nand the Social Service. The data are then formalised by the regional\nhead.<\/p>\n<p>Meanwhile, the participatory channel allows the public to participate\ndirectly via the Cek Bansos app, by reporting to PKH programme\nassistants, the Command Center service 021-171, and the WhatsApp service\n08877-171-171.<\/p>\n<p>All proposals from both channels will be verified by BPS for\nre-ranking and updated quarterly.<\/p>",
