The Sleman Regency Government is currently processing a contract\npolicy for students within its region to ensure they do not involve\nthemselves in street crimes, commonly referred to as \u2018klitih\u2019.<\/p>\n
\u201cIn this process, we are coordinating the draft wording with the\npolice and the provincial government, similar to how I create employment\ncontracts between civil servants and the regent, up to the provincial\nlevel. Once it is cleared, I will implement it,\u201d said the Regent of\nSleman, Harda Kiswaya, on Tuesday (1\/9).<\/p>\n
In addition to \u2018klitih\u2019, Harda stated that this contract includes an\nagreement for students to avoid participating in mass brawls.<\/p>\n
Harda noted that the primary basis for formulating this contract is\nthe high rate of \u2018klitih\u2019 cases in the Sleman Regency area.<\/p>\n
Furthermore, Harda received information regarding certain schools\nwhere students frequently participate in brawls. On the other hand,\nHarda also received reports of parents defending their children involved\nin such brawls. Harda mentioned that some parents refuse to believe\ntheir children are involved, insisting they were merely invited by\npeers.<\/p>\n
\u201cThis means, as feedback for me, that parents must be informed and\nmade to understand. That is why the statement letter will require the\nacknowledgement of parents or guardians,\u201d he added.<\/p>\n
Therefore, Harda continued, the letter will be signed jointly by\nstudents and their parents or guardians. This policy will apply to\njunior and senior high schools, necessitating coordination with the\nSpecial Region of Yogyakarta (DIY) provincial government, which holds\nthe relevant authority.<\/p>\n
Harda stated that the contract also outlines severe consequences or\nsanctions, including expulsion (drop out), if a violation of the\nagreement is proven.<\/p>\n
\u201cThis is a solution-oriented step to address the problem, ensuring\nthat juvenile delinquency is not solely the government\u2019s responsibility.\nIt is an effort to invite parents to help supervise their children. I am\nalso using studies to strengthen this,\u201d he said.<\/p>\n
Separately, the Head of the Sleman Regency Education Office, Mustadi,\nexplained that the contract is an implementation of the Sleman Regent\u2019s\nInstruction (Inbup) Number: 400.2.4.1\/0099\/2026 regarding the Prevention\nof Juvenile Delinquency, Violence, and Radicalism for Students in Sleman\nRegency. This instruction was issued on 13 August 2026.<\/p>\n
Mustadi stated that the instruction has been socialised. The contract\naims to mitigate risks so that students avoid all forms of juvenile\ndelinquency, violence, and radical ideologies.<\/p>\n
\u201cIt is purely preventative, to ensure the children remain committed,\u201d\nhe said when contacted on Tuesday.<\/p>\n
However, Mustadi noted that reaching the stage of imposing sanctions\nwould require a review mechanism first.<\/p>\n
