Sleman plans to be online by 2007<\/p>\n

The Sleman government plans to have an integrated online
\nadministration up and running by 2007, not this year as initially
\nplanned, Regent Ibnu Subiyanto says.<\/p>\n
Ibnu said the program was initially scheduled to start
\noperation this year. However, as many government agencies,
\nincluding many at the subdistrict level were computer illiterate,
\nthe program had been postponed for two years, he said.<\/p>\n
All government offices down to village level would be
\nconnected through an online network, creating a paperless
\nmanagement system, Ibnu said.<\/p>\n
\"Through this system, governance in the regency will be much
\nmore efficient and effective. It will make it easier for us to
\ncommunicate with each other, and it will help create better
\ncoordination in management.\"<\/p>\n
Ibnu said some 50 percent of his local government staff were
\nalready IT-literate.<\/p>\n
A consultant to the Sleman government, Djaka Waluja, said that
\nthe program would be jointly financed by the Asian Development
\nBank and the Sleman government.<\/p>\n
The bank will provide some Rp 10 billion (US$1.1 million) of
\nthe money while the regental government will contribute some Rp 2
\nbillion.<\/p>\n
The program is part of the bank's Sustainable Capacity
\nBuilding for Decentralization program.<\/p>\n
Once it was up and running, Sleman would probably be the first
\nregency in Indonesia to have such a multipurpose system that
\ncould be used for identity card registrations, population data
\nbases, development planning and as a general information center,
\nDjaka said.<\/p>\n
The program would make registering for identity cards much
\neasier, he said.<\/p>\n
When the system was fully operational, people would no longer
\nneed to come to government offices to get their ID cards.<\/p>\n
\"All they will need to do is just send in a personal
\nidentification number and a photograph through an Internet
\nconnection, and then they will be able to print the card
\nanywhere,\" he said.<\/p>",
