BANDA ACEH, Aceh: The government, separatist rebels and
\nforeign monitors have agreed on the sites for a second phase of
\nrebel disarmament in Aceh province, a member of the foreign
\nmonitoring team said on Tuesday.<\/p>\n
But the start date for the weapons handover is still to be
\ndecided.<\/p>\n
Weapons would be surrendered in Sabang town and in the
\ndistricts of North Aceh, East Aceh and Aceh Tamiang, said Lt.
\nGen. Nipat Thonglek, deputy chief of the Aceh Monitoring Mission
\n(AMM).<\/p>\n
North and East Aceh were known as rebel strongholds.<\/p>\n
The second phase of the weapons handover is scheduled to begin
\non Oct. 15 but discussions are taking place about whether the
\nprocess can begin before then.<\/p>\n

Pilot 'not scheduled

JAKARTA: Garuda pilot Pollycarpus Budihari Priyanto was not
\nscheduled to be on the Sept. 6, 2004 flight bound for Amsterdam
\nvia Singapore, according to Eddy Santoso, Garuda's crew
\nscheduling manager.<\/p>\n
Speaking as a witness in the trial of Pollycarpus, who is the
\nprime suspect in the murder of top human rights campaigner Munir,
\nEddy said the pilot initially was scheduled to fly to Beijing on
\nSept. 5-8, but then canceled the plan and requested off-duty
\nstatus because he wanted to attend a pilot association meeting on
\nSept. 7.<\/p>\n
\"I didn't know why the defendant was later assigned to
\nSingapore,\" he told the court on Tuesday.<\/p>\n
Munir was found dead on board the Sept. 6 flight a day later.
\nA Dutch autopsy revealed that he had been poisoned by arsenic.<\/p>\n
According to previous testimonies, Pollycarpus was assigned to
\nthe Singapore flight by then president of Garuda Indra Setiawan
\nas a \"corporate security officer\". Prosecutors have also charged
\nPollycarpus of forging documents to allow him to fly to

UGM ranked first in
\nASEAN for QA system<\/p>\n
YOGYAKARTA: The Gadjah Mada University (UGM) has been ranked
\nfirst in quality assurance (QA) system among 17 universities
\ngrouped in the ASEAN-European University Network Program (AUNP).<\/p>\n
UGM's quality assurance office head Toni Atyanto Dharoko
\nannounced here on Tuesday that first place was shared together
\nwith Chulalongkorn University, Thailand.<\/p>\n
\"Our high score comes mostly from three factors: the
\nharmonization of internal and external quality assurance systems,
\nthe ASEAN standard content, and the fact that the QA system has
\nbeen implemented in all study programs in UGM,\" he explained.<\/p>\n
The Yogyakarta-based university began implementing the quality
\nassurance system a year ago.<\/p>\n
An evaluation of the QA system's implementation in UGM was
\nconducted in July until August by Dutch evaluator Ton
\nVrorijenstion, an expert on European QA systems.<\/p>\n
\"The result was announced in a meeting held in Manila at the

DENPASAR, Bali: Nine Australian citizens detained in Bali on
\ncharges of drug smuggling are expected to face trial soon with
\ntheir case files being submitted by prosecutors to court on
\nTuesday.<\/p>\n
The prosecutors said the presentation of the six dossiers had
\nbeen delayed twice due to their busy schedules, including
\nreceiving Supreme Court chief Bagir Manan who recently visited
\nBali.<\/p>\n
The nine suspects were arrested on April 17, 2005, allegedly
\ncarrying 10.9 kilograms of heroin to be smuggled from Bali's
\nNgurah Rai airport to Australia.<\/p>\n
The Denpasar District Court said it would soon appoint a panel
\nof judges to try the case. However, it remained unclear as to
\nwhen the trial would start.<\/p>\n
Under Indonesian law, the suspects could face the death
