Jakarta \u2013 The government through the Task Force for Accelerating\nStrategic Government Programmes (Satgas P2SP) held another\nDebottlenecking Hearing on Tuesday, 24 February 2026, this time\naddressing obstacles to the Onshore Liquefied Natural Gas (LNG) Abadi\nMasela National Strategic Project.<\/p>\n
During the hearing chaired by Finance Minister Purbaya Yudhi Sadewa,\nJapanese firm Inpex Masela Ltd presented the project\u2019s progress and\nrequirements for government support.<\/p>\n
\u201cThis hearing reflects the Government\u2019s commitment to promptly,\ncoordinately, transparently, and accountably addressing complaints\nsubmitted through the Debottlenecking Channel. A healthy business\nclimate will be continuously strengthened to accelerate investment and\neconomic activity, driving higher growth alongside strengthening fiscal\nand financial mechanisms,\u201d said Purbaya at the opening of the\nhearing.<\/p>\n
During the session, Inpex explained that accelerating the strategic\nproject\u2019s realisation requires regulatory simplification, expedited\nlicensing, expanded access to global markets, and facilitation of cost\nreduction. Particularly critical is the engineering, procurement,\nconstruction, and installation (EPCI) component, which determines the\nprimary investment value and is targeted to commence in early 2027.<\/p>\n
The project has recorded significant progress with support from SKK\nMigas, including environmental impact assessment approval and\non-schedule progress of the FEED phase.<\/p>\n
This strategic project is projected to become a key pillar of\nIndonesia\u2019s energy security through the development of LNG facilities\nwith a capacity of 9.5 million tonnes per year, as well as condensate\nand natural gas production in significant quantities. Nevertheless, the\ndevelopment of the Masela Block still faces several investment\nchallenges requiring policy support and cross-sector coordination to\nensure optimal project implementation.<\/p>\n
For context, since 1998 Inpex has held the management rights to the\nMasela Block, located in Maluku.<\/p>\n
Representing the government, the hearing was also attended by\nrepresentatives from the Ministry of Energy and Mineral Resources\n(ESDM), the Special Work Unit for Upstream Oil and Gas Activities (SKK\nMigas), the Ministry of Bappenas, and the Coordinating Ministry for\nEconomic Affairs.<\/p>\n
The government through Satgas P2SP will address these issues\ncomprehensively and in a coordinated manner. The task force will conduct\nintensive coordination with relevant ministries and agencies as well as\nother stakeholders to identify root causes and formulate appropriate\nsolutions.<\/p>\n
The approach encompasses expediting licensing procedures,\nfacilitating cross-sector coordination, and strengthening communication\nwith local governments and affected communities.<\/p>\n
As of 24 February 2026, 92 complaints have been received through the\nDebottlenecking Channel, and over half of them\u201446 complaints\u2014have been\nsuccessfully heard and promptly addressed in a coordinated and\naccountable manner by Satgas P2SP. These complaints range from pharmacy\nbusiness licensing and textile industry financing to strategic issues\nsuch as bioethanol plants, waste-to-energy projects, maritime licensing,\nand import HS codes.<\/p>\n
