Bandung Regency's Regent Dadang Supriatna signed an MoU for Waste-to-Energy (PSEL) management at Sarimukti landfill, aiming to achieve zero waste through environmentally friendly technology that converts waste into electricity, in line with Presidential Regulation No. 109 of 2025. The agreement, facilitated by West Java Governor Dedi Mulyadi and Environment Minister Hanif Faisol Nurofiq, involves eight regents/mayors from Bandung Raya and Bogor-Depok agglomerations, with construction targeted for completion in three years to reduce fiscal burdens and optimise waste handling. This initiative underscores the national push for sustainable urban waste management, potentially easing local budgets by redirecting funds to other infrastructure projects.

Bandung Regent Dadang Supriatna attended and signed a joint agreement
on Waste-to-Electricity Management (PSEL) organised by the Ministry of
Environment and Forestry at Plaza Kuningan in Jakarta on Tuesday
(7/4/2026).

He stated that the signing of this joint agreement represents a
strategic step in waste processing based on environmentally friendly
technology capable of converting waste into electrical energy.

“Alhamdulillah, we have signed the PSEL MoU at the Sarimukti Final
Processing Site (TPA) to move towards zero waste. The Sarimukti PSEL is
planned to be completed in the next three years. May it be smooth,” said
Dadang.

This agreement is an implementation of Presidential Regulation
No. 109 of 2025 on Urban Waste Management into Renewable Energy Based on
Environmentally Friendly Technology.

“We express our highest respect and gratitude to the President, to
the Minister of Environment Hanif Faisol Nurofiq, and to the West Java
Governor Kang Dedi Mulyadi for their support, guidance, and facilitation
so that this cooperation can be realised,” said Kang DS, Dadang
Supriatna’s nickname.

Environment Minister Hanif Faisol Nurofiq appreciated the quick
response from the West Java Provincial Government in managing waste into
renewable energy. He explained that Presidential Regulation No. 109
stipulates that for city/regency agglomerations producing more than
1,000 tonnes of waste per day, it must be resolved through PSEL
technology approaches.

“Today we witness the signing of the MoU led directly by the West
Java Governor, followed by 8 regents/mayors across West Java, divided
into two agglomerations: Bandung Raya and Bogor-Depok,” said Hanif.

He hopes that every region will promptly meet the requirements and
complete the necessary documents to enter the next stage.

“This becomes our collective spirit that waste issues are truly
receiving serious attention from the President,” Hanif stated.

West Java Governor Dedi Mulyadi explained that his side is making
maximum efforts to resolve issues in West Java Province. One of them is
by optimising environmentally friendly waste processing, namely building
a Waste-to-Power Plant (PLTS) which will be funded by Danantara.

“Finally, we have found a common train of thought and idea that for
the Bandung Raya area, which was previously proposed during the
Danantara meeting and the attachment I made myself during that meeting,
and I see that Sarimukti is an ideal location for waste management and
to become electrical energy,” said Dedi.

He mentioned that the PLTS is planned to be built in two locations:
TPPAS Sarimukti and in Bogor Regency. This is seen as more efficient for
waste management.

“By allocating it to two locations in Bogor and KBB, then the
effectiveness for regencies/cities is only on two things: first, the
cleaning staff who sweep, and second, the transporters who carry without
any third parties,” he said.

He emphasised that the existence of this PLTS is considered to
lighten the burden on the regional budgets in each area. Thus, the
budget can be allocated to other sectors.

“Well, this will lighten our burden in carrying out other activities,
and the allocation can be shifted to move to other infrastructure.
Therefore, today as the Governor of West Java and the regents/mayors, we
sign the MoU, where in the next three years we will have waste
management converted into electrical energy. In my words, ‘waste
disappears, electricity shines’,” said KDM.
",
