        "content": "<p>Siemens<\/p>\n<p>I work at Siemens Telecommunication Project Office in Pulo<br>\nMas, East Jakarta, and I have observed with concern this<br>\ncompany's activities. This letter is meant as constructive<br>\ncriticism toward Siemens themselves and as input for the Ministry<br>\nof Manpower and PT Telkom.<\/p>\n<p>Siemens has operated in this country for 100 years and should<br>\nbe professional in all aspects. But in reality the conditions are<br>\ndifferent.<\/p>\n<p>At Siemens, employees are easily hired, but also fired<br>\ninstantaneously without clear cause. This is supported by the<br>\ncompany's structure which does not allow employees to form a<br>\nlabor union, which is in violation of government regulation that<br>\nstates that a company with more than 25 employees may establish a<br>\nlabor union. To curb upheavals from drivers and other low-<br>\nsalaried employees Siemens simplifies matters by placing them<br>\nunder the care of another company.<\/p>\n<p>Siemens reports to PT Telkom and the Ministry of Manpower that<br>\nits expatriate staff consists of experts. These are in fact high<br>\nschool graduates, with either general or technical education.<br>\nThis is in violation of the criteria for hiring foreign experts.<br>\nPersonal data on educational background, work experience, etc.<br>\nsubmitted to PT Telkom and the pertinent office at the manpower<br>\nministry are manipulated, e.g. a new graduate from a secretary<br>\nschool in Germany is reported as an expert. Ironically the cost<br>\nfor such an expert is charged to PT Telkom. Based on this<br>\nmanipulation, the immigration directorate general considers the<br>\n\"expert\" eligible for a temporary stay permit (KIMS).<\/p>\n<p>From the above it can be concluded that Siemens has committed<br>\nfraud in its business with the Indonesian government.<\/p>\n<p>Actually there are other matters in my office, such as<br>\nsalaries and bonuses, that need to be solved. Besides, foreigners<br>\noften say harmful things about Indonesia. In my opinion it is<br>\ncontempt of Indonesian law. I do not understand how this can<br>\nhappen. Is there perhaps a weakness in our legal system or is<br>\nthere a game being played at higher level among PT Telkom,<br>\nimmigration and Siemens?<\/p>\n<p>PT Telkom, the only implementor of the telecommunication<br>\nnetwork operations, has concluded joint operation agreements with<br>\na number of world telecommunication operators, one of which is<br>\nSiemens. I would appeal to PT Telkom to seriously pay attention<br>\nto the welfare of its counterpart's employees. At least, its<br>\ncounterpart's background should be material for PT Telkom's<br>\nconsideration, because indirectly the joint operation system<br>\napplied by PT Telkom is the trust given by the community to PT<br>\nTelkom. The joint operation system is a mutual relationship and<br>\nnot a means to make the biggest profit by sacrificing third<br>\nparties. I am strongly convinced that the unsatisfactory<br>\nconditions are a reflection of the exploitative ways of advanced<br>\ncountries toward developing countries.<\/p>\n<p>Name and address<\/p>\n<p>known to the editor<\/p>",
