Shortage of funds halts development of garbage dump<\/p>\n
JAKARTA (JP): The city administration's plan to build a new
\ngarbage dump at Ciangir, Tangerang, to replace the existing one
\nat Bantar Gebang, Bekasi, is being hindered by a lack of funds,
\nan official said on Friday.<\/p>\n
Head of the city sanitation agency, Saksono Hoesodo, said that
\ndue to the fund shortage, no physical work has been done on the
\n95.5-hectare plot of land reserved for the dump.<\/p>\n
He explained that the Bantar Gebang dump was predicted to be
\nunusable within five years.<\/p>\n
Saksono said that while trash piled up everyday at the 128-
\nhectare Bantar Gebang site, some of it 12 meters high, the agency
\nhad not received any funds for the Ciangir site, even though it
\nwas expected to start operating by 2001.<\/p>\n
\"The construction of infrastructure, including a road network
\nleading to it, and the procurement of waste processors need to be
\ndone now,\" Saksono told The Jakarta Post.<\/p>\n
\"The construction of about 10 kilometers of roads to the new
\nsite should have started this year. But, there's absolutely no
\nmoney,\" Saksono said.<\/p>\n
He said the site was bought from 721 local residents at a cost
\nof Rp 15 billion.<\/p>\n
Saksono said some American investors have expressed interest
\nin investing in the site, but the administration was still
\nconsidering the offer.<\/p>\n
Ongky Sukasah, assistant to the city secretary for development
\naffairs, said on Friday that the administration should grab any
\nopportunity to get investors to invest in the dump's
\nconstruction.<\/p>\n
\"But, the partnership should guarantee the employment of
\nhundreds of Indonesian workers in the labor-intensive project,\"
\nOngky said.<\/p>\n
Earlier this week, Saksono said the administration was
\ninvestigating a few methods of waste management but most of them
\nwould either be expensive or contaminate the land.<\/p>\n
\"One of them is open dumping. This is to literally bury the
\ngarbage into the land. This would definitely contaminate and
\ndamage the land,\" Saksono said.<\/p>\n
\"Another is sanitary landfill. Here, the land is safeguarded
\nby a watertight construction that does not allow the alkalis
\nproduced by the garbage to permeate into land.\"<\/p>\n
This method is currently being used at Bantar Gebang, he said,
\nadding that this system was usable for at least 12 years.<\/p>\n
\"The watertight construction costs Rp 1.1 billion per hectare
\nand the waste management itself will take Rp 2.5 billion per
\nhectare with this method,\" Saksono said.<\/p>\n
He said a method being considered for the new site was using
\nincinerators.<\/p>\n
\"However, incinerating 1,000 tons of garbage a day would cost
\nbetween Rp 400 billion and Rp 500 billion. The problem is, who
\nwill invest that kind of money?\"<\/p>\n
He added that other methods included the waste to be converted
\ninto chemicals.<\/p>\n
\"This is productive, too, but it would take too much money,\"
\nhe said.<\/p>\n
An official of the National Development Planning Board's
\nTangerang office, Doddy Hermiyono, said the administration still
\ndid not possess an environmental impact assessment for the
\nCiangir site.<\/p>\n
Doddy said this was going against existing regulations.<\/p>\n
\"The assessment report should be in the hands of the
\nadministration first, before the issuance of a permit declaring
\nthe location as a waste dump,\" Doddy said.<\/p>\n
He added that his office needed assurance from the city
\nadministration that the \"liquid produced from garbage\" will not
