Shell unit wins license to distribute fuel in RI<\/p>\n

The Ministry of Energy and Mineral Resources issued licenses to
\nsix companies including the local unit of Royal Dutch\/Shell Group
\nto distribute fuel here, an industry official said.<\/p>\n
The head of the downstream oil and gas supervisory body Migas,
\nTubagus Haryono, was quoted by detik.com as saying on Tuesday the
\nsix companies were PT Sigma Rancang Perdana, PT Pandu Selaras, PT
\nElnusa Petrofin, PT Elnusa Harapan, PT Raven Sejahtera and
\nShell's PT Krida Petragraha.<\/p>\n
\"In principle, the directorate general of oil and gas (at the
\nministry) has given the licenses,\" he said.<\/p>\n
He said Singapore Petroleum Company, which has also expressed
\ninterest in entering the retail sector, had not yet obtained a
\nlicense because the company did not have a local entity.<\/p>\n
Since the introduction of a new oil and gas law in 2001, the
\nprivate sector is allowed to distribute fuel products in
\nIndonesia, a move that ended the decades long monopoly of state
\noil and gas firm PT Pertamina.<\/p>\n
Tubagus said the six companies were expected to start their
\noperations after a government regulation on the oil and gas
\ndownstream sector was issued.<\/p>\n
He is uncertain when the regulation will be issued, saying
\nonly that it will be issued along with a regulation on the
\nupstream sector.<\/p>\n
He said the regulation on the downstream sector was still in
\nthe process of being completed.<\/p>\n
Tubagus also said that under the regulation, the new players
\nwould be allowed to import fuel or purchase it from Pertamina.<\/p>\n
But the regulation will require the companies to set up
\nstockpile facilities here.<\/p>\n
Tubagus also expects the entry of new players in the domestic
\nfuel distribution business could begin earlier than the 2005
\ntarget.<\/p>",
