        "content": "<p>Shell unit wins license to distribute fuel in RI<\/p>\n<p>The Jakarta Post, Jakarta<\/p>\n<p>The Ministry of Energy and Mineral Resources issued licenses to<br>\nsix companies including the local unit of Royal Dutch\/Shell Group<br>\nto distribute fuel here, an industry official said.<\/p>\n<p>The head of the downstream oil and gas supervisory body Migas,<br>\nTubagus Haryono, was quoted by detik.com as saying on Tuesday the<br>\nsix companies were PT Sigma Rancang Perdana, PT Pandu Selaras, PT<br>\nElnusa Petrofin, PT Elnusa Harapan, PT Raven Sejahtera and<br>\nShell's PT Krida Petragraha.<\/p>\n<p>\"In principle, the directorate general of oil and gas (at the<br>\nministry) has given the licenses,\" he said.<\/p>\n<p>He said Singapore Petroleum Company, which has also expressed<br>\ninterest in entering the retail sector, had not yet obtained a<br>\nlicense because the company did not have a local entity.<\/p>\n<p>Since the introduction of a new oil and gas law in 2001, the<br>\nprivate sector is allowed to distribute fuel products in<br>\nIndonesia, a move that ended the decades long monopoly of state<br>\noil and gas firm PT Pertamina.<\/p>\n<p>Tubagus said the six companies were expected to start their<br>\noperations after a government regulation on the oil and gas<br>\ndownstream sector was issued.<\/p>\n<p>He is uncertain when the regulation will be issued, saying<br>\nonly that it will be issued along with a regulation on the<br>\nupstream sector.<\/p>\n<p>He said the regulation on the downstream sector was still in<br>\nthe process of being completed.<\/p>\n<p>Tubagus also said that under the regulation, the new players<br>\nwould be allowed to import fuel or purchase it from Pertamina.<\/p>\n<p>But the regulation will require the companies to set up<br>\nstockpile facilities here.<\/p>\n<p>Tubagus also expects the entry of new players in the domestic<br>\nfuel distribution business could begin earlier than the 2005<br>\ntarget.<\/p>",
