        "content": "<p>Severe malnutrition<\/p>\n<p>The recent cases of marasmus kwarsiorkor (severe malnutrition)<br>\nin the rice-exporting province of West Nusa Tenggara has stunned<br>\neverybody in the country, (The Jakarta Post, May 27). Such cases<br>\nare not the monopoly of this province, as similar problems have<br>\nbeen detected in East Nusa Tenggara, though there were no<br>\nfatalities.<\/p>\n<p>More and more cases are being found in almost every province,<br>\nwith the latest being found in the western and eastern-most<br>\nprovinces of Aceh and Papua, where toddlers have died of severe<br>\nmalnutrition (Post, June 13).<\/p>\n<p>This would not have happened if communication between regional<br>\ngovernments and the central government, and between legislators<br>\nand their constituents, was more effective. The central<br>\ngovernment (minister of health) has blamed local governments for<br>\nfailing to extend enough state funds to the poor, as regional<br>\nautonomy has left the central government no longer able to<br>\nsupervise and direct the allocation of the funds (Post, June 7).<\/p>\n<p>Meanwhile, members of the House of Representatives, who should<br>\nbe representing their constituents, seem to be losing contact, or<br>\nquite probably never established contact in the first place with<br>\nthe people they are supposed to represent. So what have they been<br>\ndoing since their inauguration in September last year? Well, they<br>\nrecently demanded a raise of Rp 15 million over the Rp 25 million<br>\nthey already take home each month not to mention bonuses (Rakyat<br>\nMerdeka, June 6).<\/p>\n<p>What should be done now is not to find culprits but rather<br>\nfocusing on eliminating malnutrition from this resource-rich<br>\ncountry. President Susilo Bambang Yudhoyono's idea of reviving<br>\nthe old integrated health services posts and other social welfare<br>\nprograms needs our support. Establishing a welfare society is one<br>\nof the items on his Cabinet's agenda.<\/p>\n<p>M. RUSDI<br>\nJakarta<\/p>",
